DebugMenu - Hotseat - disabled

Hi, I see that after latest patch debug menu is disabled for hotseat. Can someone help me how to enable again? I play hot seat but always reveal map before start to see if map is well created. Thanx in advance

Bump as I am also experiencing the same issue.
