Declaring War

OK, maybe I am a dope, but I just couldn't figure out how to declare war in the following situation:

I saw a Lanun Shadow pass into my borders compliments of my Marksmen. I followed the Shadow.

It went right to one of my mana nodes (Life and I was building Tower of Divination!!). Despite me having 3 units on the node, the Shadow sabotaged it.

I wanted to declare war and kill the Shadow.

However, when I moved a unit on top of the Shadow nothing happened. No message asking me if I want to declare war.

I was too far from Falamar's borders to move a unit inside (we did not have an open border agreement).

I was unable to think of a way to declare war on the Lanun and kill the offending Shadow. Adding insult to injury the Shadow moved to my capital and sat there.

Later, I thought if I used a spell like the Ring of Fire or something like that near the Shadow it might of worked. Would it have?

Anyway, how would you have declared war and killed that Shadow - preferably as soon as you saw him enter your territory.

One other thing: would the war declaration be affected if you were already in a cease fire/peace treaty with the Shadow performing the sabotage?
 
Hold 'Alt' and click Falamar/Hannah's name in the scores in the lower right.
 
But you know how to declare war via the diplomacy panel? [I want to discuss something else -> 'war' ]
 
I thought I heard that, with the spell system, we could declare war on permanent allies. I have not found this to be the case. I was disappointed, having destroyed Hyborem with so many disciple-cycle promoted monks remaining. My lazy Mercurian allies have overstayed their welcome.
