Demanding Tribute

When an emissary is sent, under what conditions does the DEMAND TRIBUTE option appear, and what are the AI's criteria for paying?
 
You do not get it if you gov is democracy. If you are allied to the other civ you get a request gift choice instead of demand tribute.
 
I think that both Democracy and the Republic governments exclude that option.

I usually have communism and can always demand tribute. In fact i do it all the time till they declare war on me. That way i save my reputation.

Me too! When taking over the world, I usually go straight from Monarchy to Communism when I've built the Statue of Liberty. (Democracy can wait till there's only one enemy city left.) A single demand of tribute "for our patience" will usually do the trick with a hostile civ.

If I'm playing a simple game instead (no major conquests, staying perfectionist, and just being first to land the spaceship) then and only then will I spend most of the game in democracy, and why would I need tribute then anyway??

It depends what you're trying to achieve. If you want war without damaging your reputation, stay in a warlike government and provoke them with demands for tribute. If instead you want the extra cash, you'll find it far better to build a fleet of caravans or freight and ship them to another continent. The initial trade route payements can be awesome.
 
Hmm I usually go for The Republic/monarchy what ever is faster, but end up with Republic until I get Democracy and then that's what I have all the way up. Unless there is a war to be fought, then I build up a army under Democracy and change to comunism.Then I get the war over with ASAP so I can get back to Democracy.
I LOVE Democracy.

OK... DEMAND TRIBUTE doesn't appear when you are in either Republic or Democracy. That's helpful and consistent with my experience. But, what about the AI's criteria for deciding whether to pay tribute, tell you he's not intimidated and can't be bothered, or declare war on you?

Well, it mainly depends on their attitude toward you, your reputation, and your Might. Take these factors into logical consideration, and you'll get the idea.
 
I find that enemy civs who are weaker than you, and are in uncooperative attitude, will usually give you about 1/2 to 1/4 of their gold. When you send them an emissary, they'll either say:
"we are always please to speak to our friends, the %string2"
or
"we shall grant you audience, but do not waste our valuable time"

If they say 'we are please" they usually give you money if they have enough. If it's "we shall grant you audience", they'll usually say "we ignore your hollow threats". Sometimes they'll declare war.

It seems that when your reputation is spotless and your power is supreme it is ALWAYS money money or sometimes and advance(when they have ofcourse, but u can see that)
This when they are uncooperative.
 
Civ2 really need a reply that goes like this:
I am much bigger and have better armies than you so give me all your gold and all your advances or I shall crush you like the bug you are!
So the AI would know what would happen if the didn't give up all their money.
