Maybe this should be a whole new thread, but just like building colonies we should be able to make use of tiles that are too far from cities. Within our territory, we could build small colonies to irrigate unused tiles to provide food for tundra or desert cities connected to it by road.
Same could be done for marine resources that are out of reach of coastal cities. We could send a fishing vessel to occupy that tile to provide food/shield to inland cities that need extra stuff.
