Poll looks good to me.

A suggestion for clarity, rename the Always/Never as "All chats must be on-line" and "All chats must be off-line" . It's odd to see Always/Never with never/always in the explanation text.

I'm satisfied that the new set of options, with multi-choice, would allow me to select the exact options that I would support. I think it will accurately reflect the opinions of others as well.

In the text of the 1st post, explain that special circumstances might be one or more of the following, to be decided later.
-- Zero or One turn, for example to conduct diplo
-- Several turns where the only expected move is to hit enter (we've lost our only scout and it will be 8 turns before the next build or tech completes)
-- Anything else the people choose to write into the law

One minor edit, for wording of the always and never choices: (some will complain about an offline session being referred to as a chat )

Also we'd better decide how it's going to be scored.

One other thing to note in the 1st post:

Citizen approval could be either positive approval (DP asks, citizens must vote yes to approve) or negative approval (DP decides, citizens must first object and then vote no to disapprove else the schedule holds). If the citizen approval option is selected, the type of approval will be decided in a future discussion / poll.

Corrected.

And, options with majority win, if either Always/Never win a majority, they override the majority of the others since they are exclusive.
