One thing I noticed about DG3 is that the will of the people was not sought as often through polling and discussion as it had been in the previous two games. I believe that if we don't elaborate here, then we should definitely draft supporting legislation to ensure that leaders are effectively trying to gauge the will of the people on every major decision.

I will trust you on your analysis of the previous games. I think this article should stay as is and if we want to articulate methods to ensure the leaders follow this then that should be done in the CoL.
This also gets to the discussion we already had about when the game should be stopped. What about ensuring the people have enough time to let their voice be heard?
A definite keeper. I wouldn't mind seeing it dressed up with a small statement about the importance of the Will of the People, but the basic concept can remain untouched. Ravensfire is correct in saying that an interesting discussion will result in defining the WotP in the CoL.
I think it is always very hard to define the true "will of the people" but there are advantages to having this common thought expressed in our top level document.
Let's leave it as is and try to define the *will of the people* in the CoL. Proposed poll to retain it as it, drop it or define it better seems reasonable. I see no reason to delay such a poll any longer. Let's get rid of some more of that red in those sticky threads.
