Different Governments Penalty, again

And no, it's not the different government agenda; they explicitly warn you about it with "I cannot approve of the way you govern your people"

So I switched to Democracy and Cyrus denounced me. I'm getting a very large -20 penalty from everyone in theocracy, but none from people that are in Monarchy.

I would assume it's because some governments despise others more, but it's had no rhyme or rhythmn. So how does it go now?

I observed the same thing. It seems there no longer needs to be the "ideologue" hidden agenda to trigger a MASSIVE relationship penalty when you adopt a tier 3 government different from theirs (even if they are only at tier 2--namely theocracy). Seems to be a bug of sorts.

Penalty is even larger when you adopt a future government.
