Anyone else having trouble building the Machu Picchu wonder?

I just researched the tech that unlocks it, and could not build it. So I went to check if someone else had. Doing so is REALLY hard now by the way, have to check through the whole notification log, couldn't find a screen displaying all completed wonders (is there one?).

So I'm stumped now. Then, two turns later it's suddenly available to be built in the city. I use my waiting great engineer, and voila get the wonder popup next turn.

Ten minutes later I re-load an auto save from earlier (due to forgetting about a great general I had), and discover I once again cannot build Machu Picchu. Only this time, I wait 4 turns, and still cannot build it. My city is 2 tiles form a mountain, as you can see below (I was able to build it in the first playthrough). Both times the problem is it's not even on the list. I know no one else has built it yet.

Spoiler :

Yep, they often get statements about distance "off by one". In this case, I'm pretty sure the city needs to be adjacent to a mountain. That is a distance of 1.

Nope, built already one two tiles away. But in the Pedia it does NOT state that it needs to be within the borders, though it has to be for MP to be buildable ;)

I stand corrected.

It will actually place the wonder physically on top of the mountain. Its pretty neat.

Except that I wasn't able to build it in my capital which had on tile between it and a mountain, but I could in a city with two mountains next to it.

Which makes me wonder, sure it doesn't require 2 mountains instead of a mountain within 2 tiles?

Yeah I managed to build it in my game as well, in a purpose built city. Took almost 60 turns of production but it looks quite sweet. Anyone else finding that wonder production is insanely easy on the King difficulty?

I have 2 possible explanations

1) The mountain is not in borders
2) The mountian looks like Mt. Fuji maybe thats why it wont count

I try to build Machu Picchu in almost every game. It's not even that great a Wonder, but it just looks so incredible that it's worth it for me to buy a mountain tile and make the attempt.

From what I can tell, because the wonder has a fairly specific requirement, it's also less likely to get snapped up quickly by the AIs. The last game I played, about 7 city states wanted me to build the thing - that alone made it totally worth it.
