Digging up >1 relic in one turn breaks promise to stop digging made the next turn

I intentionally dug up 3 artifacts in Babylonian territory on the same turn. Next turn he's like "Quit it" and I say "OK". Some turns go by and he denounces me, the only bright red other than "They have denounced us!" is "You made a promise to stop excavating artifacts in his territory and broke it!"
 
The denouncing doesn't necessarily have anything to do with this, it may have happened anyway.

So, all 3 were done in the same turn - that means all 3 you chose an artifact and they disappeared. Then you hit end turn and during his turn he asks for you to stop digging?
Just checking, because it may take not the same time to dig something up because of terrain or previously a archaeologist working on a dig for some turns without finishing it.
But it's definitely the finish that counts, not the start of a dig.
 
I intentionally timed it so they would finish on the same turn so I could stop him from building landmarks. He was culture leader and I didn't want him getting any further ahead... That's a lie, I didn't notice he was culture leader until later, I just wanted to take all his relics without a diplo hit. So shame on me and I deserved it, but it shouldn't let me promise to stop if it isn't going to... let me promise to stop.

Whether it was the cause of the denouncement or not, I should not be getting a diplo penalty for breaking a promise before it was made. If that isn't what happened, it means the diplo AI is disregarding actual events and inventing modifiers at random.
 
Confirming OP's issue, happened to me too.

To be clear therefore: there is no benefit to timing digs such that they finish on the same turn, as I've often seen advocated here. The AI may not show it, but they're treating it as a broken promise.

Yeah, I like that there's no diplo benefit to doing this (I've tried it too), but yeah, a message here would be nice, and you shouldn't be allowed to promise something you've already broken.
