Can we now form research agreements as a diplomatic agreement then? In the same way you form a deal for open borders?

Research agreements are nearly identical to vanilla, but with combined research over time, instead of vanilla's individualistic at-end reward. (for reasons discussed in RA rewards: Over-Time or At-End?)

Out of curiosity, what does this do to Korea's tech boost?

I'm not sure. Did the Porcelain Tower & Rationalism improve Korea's trait? If necessary we can add something to replace the old effect.
 
They did. Korea's trait effectively gave them a faux-RA on building construction. A clean solution might be to simply rebuild the ability where it simply gives a tech boost equal to say 100% of the cost of the building or 50% the cost of the wonder.

New version:
  • Mutual Open Borders: 1% of the combined gross :c5gold: of both players adds to your gold rate.
  • Research Agreements: 3% of the combined gross :c5science: of both players adds to your science rate.
  • Declaration of Friendship: Increases income from Research Agreements and Mutual Open Borders with this leader by +50%.

The RA solution makes more sense than any proposed so far.

I still don't like the OB mechanic, because it can theoretically lead to a lot of gold in the late game at least from other-continent civs, without having "earned" to anywhere near the degree that you earn DoF's. In other words, it's too easy. But it's not the end of the world, since it also helps the odd poor AI.
 
How do people feel about the 100%/50% values Sneaks proposed?

For average players there's no net effect. The extra gold income is balanced by slightly higher (+10%) costs for purchasing things in cities, unit maintenance, and other economic expenses.
