[GS] Diplomatic Victory Bug

In my last game with 19 DVP points I entered the World Congress. I know I will lose 3 DVP points as I dont have too much diplo favour.
So I tried to minimize my losess and tried to guess the porpositions.
I lost the first one
I win the second one (1 DVP)
Third one is the DVP election I vote against my self and lose 3 and gain 1
And lastly forth one is the competition and vote yes for it.
Submit the results.

Suprisingly I win the game; Diplomatic Victory video and other rankings came to screen. Hitting one more turn button at the end of the World Congress reporting -1 loss of DVP and having 18 DVP points while begining to a new turn.

This must be a bug. Wining the second election make me 20 but the game without waiting all the results of the propositions of World Congress ended with a victory.

Everyone voted for her to lose 3 DVP, which she did, but somehow she still won the game, with 17 overall...
Please fix this bug. The congress is just a cycle of removing 3 DVP from the highest civ every time late game, until one reaches 18, at which point they usually win at the next congress, despite everyone voting against them.

It's happened to me twice now - once in my favour and once against me. In my view the DVPs should only be given to the player once they've been added up, and not in sequence of the votes themselves.

I don't think it's a bug - it's rather a designed system to keep to the sequence of the votes. I don't see anything much wrong with it...
 
But it is not fun to have to guess the two combos (from first two resolutions) for 2 DVP to win the game at 18/20 DVP...

I wonder if I had 19/20 and voted against myself in the DV vote (as the other civs), would I win the game?) Which would the game count first: +1 point (for guessing the combo) or -3 Points (for the negative outcome for myself)?.. Hm.

EDIT: I guess the game does count the +1 point first!
EDIT #2: No, after checking in-game, it turns out the game counts the -3 points first. I had 18/20 DVP, won 1 point for guessing a resolution's outcome and hoped to win the game by earning 1 point from guessing my Diplomatic Victory Resolution loss, but the game went on.

Does guessing the DV resolution also give a point? Now that's really pointless (sorry!)
 
So, I was playing a multiplayer game with my gf and she's on the way to a science victory as Australia, she's got about 5 turns before her exoplanet expedition makes it to its destination. Meanwhile, I have been going for a diplomatic victory with Japan. The world congress comes up and I've got 19/20 diplomatic victory points, and despite having 1500 favour, I don't have more than everyone else combined, so I decide to vote for myself to lose 3 points. I also vote to ban nuclear power, and I vote for everyone in the world to get the same number of nukes as Australia (15).

So I submit my votes, I wait for the results, but then I get the diplomatic victory cinematic. It looks like I won after all! My gf rages a bit, understandably, as the defeat screen plays on hers. Then, I get the victory screen - congratulations, I got the diplomatic victory.

We both press the 'just one more turn...' button in order to see the result of the vote (see screenshot) and here's what happened:

  1. The arms control resolution set everyone's nukes to China's (0) - I did not vote with the majority, and therefore received 0 DVPs (Total 19/20)
  2. The global energy resolution banned the construction of nuclear power plants - I voted with the majority and received 1 DVP (Total 20/20)
  3. The diplomatic victory resolution took 3 points away from me (I lost 3 points (Total 17/20) but I voted with the majority and received 1 DVP (Total 18/20)
So, as you can see, the total number of points is 18 and so I shouldn't have won. It seems what happened was that for a moment after the 2nd resolution, but before the 3rd, I had 20/20 points and it triggered the win condition. It seems to me that this is unintended behaviour, it doesn't seem fair to calculate points until the final total is reached.

The result was that, even though my gf's exoplanet expedition arrived 4-5 turns later (we continued playing to see who should really have won), it didn't trigger her rightful victory as all victory tracking had been disabled after my diplomatic victory had been triggered.

As you can imagine, this was unsatisfying for both me and my gf, especially since this is the first time she's ever beaten me and has been trying very very hard indeed to do so!

I'm going to submit an official bug report on the CivFanatics forums but please upvote this for attention here too.

My version number is 1.0.0.341 (443561)

The game was started before the latest update, and completed today (after the latest update). Perhaps this has something to do with it.

I'm using the following mods:

  • Nomina
  • Smoother Difficulty 2.0 (updated for GS WITHOUT tourism scaling)

You did win, as the second proposal got you to 20. The game takes each proposal and tests them sequentially, not only at the end of all voting rounds.
