EDIT: As a personal note - before anyone considers anything involving the Judiciary on this, what would you hope it would do? What might it cost? I think there are better ways to handle this than using the Judicial sledgehammer.

How far does it set us back? In number of turns or hammers? Was it major or just a nuisance of not following directions?

well we could have had a worker in a few turns then start in on the settler. OTOH barracks are more complete than they would have been. I think that it's more of an annoyance, that's why I haven't persued it.
