Warning, this thread is clearly speculation.
So, according there is any good chances we'll have two leaders by civ (great thing!),
and
according with the fact that base game is (more or less) european colored ( for the moment)
and
considering the importance of the map ( geography etc...)
there is many thing to sell! and there is many way to do it.
So we need to specul about the DLC and expansion strategy. there's many possibility for example,
1) Civ's are all in DLC and expansions serve to introduce news leaders
2 New leaders are given for free!
3) New leaders are all in DLC and expansions serve to introduce civs who share the same cultural area ( more than the same history)
4) not at all, there is no second leader for each civ and marketing will be the same as CIV V.
5) not at all, civ's will be added to increase or change the game mechanic more than every other consideration.
