DLC not automaticly installed

I just bought and clicked on install Rise & Fall and Khmer & Indonesia pack. But it says they are not installed. I also checked the additional content menu in the game, but non of them are listed.
All the other DLC/extra packs I have bought for the game got installed automaticly, but not this time.
I can't even find them in the library (I got a email saying the purchase was successful, so payment is ok).
It says they are added, but also says not installed.
How do I install them?

When you start up the game check under DLCs to see if they are selected

they are no even in that list when I start the game

Maybe close the game and get out of steam and restart. When I bought Rise and Fall that is what I had to do

Sounds like an issue with Steam, I had a similar thing happen one time, and I did a full system reboot and it was working fine. (After the fact, I think it was due to my laptop being on so there were like 2 instances of the same account running and it just needed some time to catch up, but not sure.) If you can't get it to run properly after that, I would contact Steam, because I think it is on their side.
