That makes a lot of sense. Also might explain partly why Meiji moved away from the cherry blossom design.

I think it just made more sense to use the Imperial Seal for Meiji Japan, while the cherry blossom could be used for an earlier age version of Japan.

I mean yes, that was also very logical. I didn't say it was the only reason, just that it may have helped make the decision.
