It's not clear what position we're supposed to be in - it talks about loved ones, but then suggests we're in a position to release prisoners?
If we can assume their intentions are genuine (which isn't realistic - haven't you seen 24?), then it would seem best to negotiate, then go after them to recover money or whatever when hostages are free. Even if their intentions may not be genuine, it can be worth attempting that route.
