Do you think this civ3 emphasize too much on war and technology?

me myself is not a big fan of war, but when you play this game especially on higher levels you have no choice but to compete war and tech, whereas in real world these two are big part of a civilization but not everything? i hope there's more things like economic policies, industry developments, and more sophisticated diplomatic relations. anyone knows a game like that?
 
No, I don't think so. If you have a look at history it's mostly about power and expansion and nations going to war with each other. Usually the ones with scientifical and technological advantages are the ones building big empires.
And if you have a look at the game you'll find that also economic policies, industry development and sophisticated diplomatic relations are part of the game. So I really don't think the balance is wrong here.
Another game company that comes to mind is Paradox with titles like Europa Universalis - but I'd say the war-focus there is similar to the Civ series.
 
Do you want to be like Singapore? Small and advanced?

It's possible to expand early and grab land, then peacefully stay where you are. Diplomatic victories are possible and if you're on an island you can stay in peace and hardly build any military units. You can't fall behind in tech though. Apart from power or tech - what else are you looking for?

You can set the victory conditions of the game for Cultural, Wonder, Diplomatic, or Space Race, and not have Domination or Conquest in the mix at all. If you mod the game, you can go to Victory Conditions under the Scenario Properties, and zero out all of the victory points for killing units, which would really focus on the non-combat aspects. However, history is shown that when a technologically backward culture comes into contact with a technologically advanced culture, either the backward culture adapts very quickly or it is destroyed.

If you want to really minimize combat, mod a larger than Huge map, put as many islands on it as you have civilizations, eliminate all ships from being built, and make sure all of the islands have all of the needed strategic and some luxury resources, and then see if you can beat the AI to a Space Ship or Cultural Victory.

Would you be interested in a custom map for a Wonder, Culture, or Space Race victory?
 
I recall someone on deity(?) level winning a diplomatic victory without building a single unit throughout the game. You might want to check that out.
 
interesting and academic question IMHO!

Civ3 is based on real human trait of wanting to dominate others. European dominance from middle ages to say 1978 is a result of such desire.

Ibelieve civ3 is based in that way.

More recent history suggests that civil unrest to rule may fracture large nation states. Civ3 addresses that in type of government and productivity.

I think civ3 does a good job of mirroring humandesire andemotion re conquest. That is echoedinit's popularity.

I think current world economic policy demonstrates how to ruin a nation. Civ3 demonstrates a "hard" money policy....NOGOLD:NOARMIES.

I am not a wargomer in real life by any means. However, I do find it great fun to make war upon the various AIs in the game.

If there is too much emphasis on war on the higher difficulty levels, well, don't play on those levels. (I know that sounds flippant but it is not meant as such.)

Remember too that the AI gets extra units and a better disount in the higher levels.
 
I think the economic side of the game is a little under-developed. When the AI puts me under embargo, it really doesn't hurt.
