Like the title says, I want to know if I get all the content of Warlords simply by getting BtS (note: I don't care about scenarios)

Also if I get the expansion from steam will it still work with my store bought non-steam vanilla copy of Civ4?

And one last question: how does modding work on steam? Is it easy enough installing mods on this site onto steam?

Yes.
Well, there are some tweaks and changes, I suppose, but BtS is an expansion on Warlords.

Civ4 is on steam now?

It's been on steam for ages.

Only reason to play Warlords, OP, would be for the scenarios - some of which are kinda fun. However, BTS is THE version of the CIV to play and most of the great mods are built for it.

on Civ4 BTS steam page:

"Requires the Steam version of Civilization IV"

No - You need to have steam civ4 to activate it, and since cd-key from box version can't be activated on steam (tried this some time ago) - it won't work without buying civ4 vanilla on steam.

Ok thats good that BtS has everything

But I still need to know if the steam bought expansions will work with my store bought game.

Despite what the people before lymond said, he is correct: BTS doesn't have any of the scenarios from Warlords. Some of them are quite good, so yeah you should just buy the Complete Version.

Civ4 complete was dirt cheap for a few months prior to the release of Civ5. Keep an eye on the price and it will go back on sale. But if any game, particularly one that has been out for so long, is worth $30 then it is Civ4 Complete. BtS is fantastic and the large quantity of mods available is a value multiplier.
