Does the military academy stack with barracks + armory?

I have cities with barracks, armory and military academy, each of which is supposed to add 15xp, but when a new unit is built I only get two improvements, which I did with the barracks and armory. Do military academies stack with them? or maybe is the problem I need 30xp to get the new promotion instead of 15xp? any thoughts?

Btw, I am playing with mods, but i don't think any of them affect xp.

Yes all those modifiers stack, along with brandenburg gate and the last policy in the autocracy tree.

You only got two promotions because:

Promotion 1 = 15 xp total
Promotion 2 = 30 xp total
Promotion 3 = 60 xp total.

So you got 45 xp from the three buildings but still need another 15 xp to get to level 3.

Which is accomplished by building the Brandenberg Gate. BOOM, instant city-attack bonus on your Infantry.
