DominionWar and the Metagenic Weapon

I thought I had this great idea to have the Federation nuke one of the Cardassian planets before the scenario begins so the Cardies would use the Metagenic Weapon when they finally developed it. However, it seems loading (or saving) as a scenario wipes out all memory of previous nuclear attacks and the Cardies just won't be provoked into using them.

Anyone got a way around this or is this they way it must be? I remember in the Hammer scenario, somehow the AI was coaxed into using nukes first. How was it done?

The AI has to be coaxed into using nukes? My experience (with MGE) is that the
AI will sooner or later (usually sooner) start tossing nukes about whether the human
player does or not.

As far as I can tell, AI only uses nukes when you use them, or when you are about to win the space race.
