Nationhood Civic
X % of my nationality citizens in the city
X Cities Can draft units in a single turn

and 1 Draft = 3 Unhappy faces

I don’t know:

How many turns the unhappiness is present?
Exactly, what is the conscript’s experience penalty?

unhappiness - same rule as whipping, only 3 added after each,

conscript start with 2 exp if city has barrak and 0 exp if they do not.
Civics do not effect conscripts

What about Wonders (Pentagon/West Point)? Do they affect the exp?
