dumb rally point question

does rally point work on a turn by turn basis, or can it be set so it lasts until you unset it, I've read the forums here and followed directions but it never seems to set, so maybe I'm still doing something wrong.

It lasts until you unset it. Left click on the city's name bar on the main map. It should glow sort of. Shift/ click the tile that you want to be the rally point, but not another city. To undo it,you have to shift/click the city itself.
