[GS] DV calculation error leading to victory?

Hey all.

Playing a game yesterday closing in on my first DV. Had 18 points going into session of congress. Won two points by voting with other civs, but then had minus 3 points voted against me by all other civs to keep me from winning. However, after submitting, the diplomatic victory movie popped up. It's almost that it read vertically that i had 20 points (victory) and didn't take into account the minus 3.

Is that expected? Intentional? Anyone have any experience seeing this? Sorta feel like i cheated to get the W.

It goes through the votes sequentially so you hit 20 points before they can subtract the 3 remaining.

Seems to be how the Devs intend it.
