DX10 not backward compatible--um, what?

So do I understand correctly if I have Vista, then to run Civ 4, I will need to uninstall DX10 and install DX9 instead? Leaving any DX10 games I may have unable to use DX10 content?

Is it like this for all games that run under DX9? I have never heard of DX10 not being backward compatible for any other program before.

Directx 10 cannot be uninstalled. Directx 9 and directx 10 are both included separately in Vista, and games using either one will work fine.
