That would be a fantastic idea. Something like a term of surrender would be great, where usually I demand gold per turn, techs,etc to call off my troops, it would be great to have an option of "replace your govt with...." Or "replace your leader with...."

I think that in civ4 you should have the feature when you for example have established colonies far away from your capital that they can break away from your country and become independent, like all the nations in africa. or if you have a group of cities that lies very far away from your capital that you could loose and then they form a new civilization...

Which Conquests patch do you use? IIRC, such problems occur if you use versions before 1.22.
