I suppose that it look like a bunch of random diacritics marks thrown into a sentence, but they are standard for west slavic and baltic alphabets.

I think that what makes it look so strange is the ring over the letter u - Althrough ring over vowel looks pretty scandinavian, only czech puts it over u AFAIK.
