In FfH2 experience is planned to have a greater role than in vanilla games.
I think anyway that experience effect on overall balance in a game varies greatly on game speed you choose.
For example compared to Epic on quick or normal speed experience is nearly meaningless considering that you have a lot less combats per unit and units get obsoleted really soon.On Marathon compared to Epic Experience plays a far larger role, so single experienced units and Heroes become more powerful.
As i said this really changes FfH2 gaming experience if you play on a speed or another.
So as in the case of the Armageddon Counter which changed a lot based on your game settings wouldn't be the case also to base experience earning on the game speed you have chosen? For example on quick speed you earn double experience for any combat than in Epic, on Marathon you get -50% experience per combat than in Epic.
It would be important IMO to know devs at what game speed usually test the game and standardize xp earnings on this game speed. In this way IMO gaming experience will vary a lot less if you play at a game speed or another.

I always play on quick and I find that experience plays a large role in battles and how the game develops, and remember - you can upgrade your experience unit so they would still be the powerful

You have answered your self here. Playing marathon, quick any other setting than normal IS changing the gaming experience. You play different speeds to have something new, different. Strategy is all about adaptation to various situations.

If there is no mentioning that the game/mod is optimized for a specific setting then assume they are testing and optimizing it for normal. [when there are game difficulty settings then use 'hard' as it were normal cause usually games are meant to be easy at the beginning and normal settings should not disencourage from playing, that is why I always run a new game on hard]

As I am playing on Prince now (with aggressive AI) and always with raging barbs I have no problems with gaining experience on normal game speed. Its either barbs or AI controlled nations, who deliver these precious experience :>.

In general I think it is not that big of a change to introduce xp penalty or bonus. As you have said a lot of things depend on the game options you choose. For example I could choose big land masses, no raging barbs, etc. and try myself with my beloved Lanun race, what would have been totally different than playing with raging barbs on archipelagos. To summarize: I dont think such change would have any mayor balance impacts for the whole game, as it can be compensated with other options.
