It's still on, the AI don't raze cities unless they are really small and AI think the human player can decide if he want to burn things...Errmm... you don't mention City Razing: is it on/off?

I used the full names of countries because I didn't want to have "Brazilian Empire" and "Turkish Empire". I can only agree that the name of the Soviet Union is a bit unaccurate.

And I don't really understand what your'e saying about Mexico and Ireland when both of them are not in the scenario.
Don't really know what you're talking about...hey, just some confuse...why the AI's military power will decline sharply after 3~4 turns? I guess it mainly due to large cost for those super powers. but I try to revise the StartingGold=5000 for all CiV. But it seem fail. U know, if they cut their power initiative, the game will lost its fun...
