Easy way to adding new languages

Every foriegn characters than the latin alphabet's letters is in UTF-8 Character Set. (As I know )
But I don't know, that the arabic is what kind of.
I just only know these from phpBB.

Well, the weird is that each time I search for that issue, I find several different tables containing different characters and codes... So far, I've seen some greek letters, but nothing asian or arabian. Also, there is UTF-16 AFAIK. If UTF-8 would already contain all those characters, who needs UTF-16? I really don't know.
