Editing a JPG or DDS file: Volume map sizes?

Hello,

I am trying to alter/create some art dds files. The reason: I am changing some "FlagDecal" files so that the Civ's crest (see link below) is shown on each unit's flag. I have managed to incorporate the new dds files so that the crest shows in various parts of the game, but it does not work for the unit's flag. My assumption is that the reason is the initial JPG file used for the crest: http://www.samurai-archives.com/crest6.html

each JPG is on white background, so the image does not show over the Civ's flag color (for example plain green banner, instead of crest on the green banner). My attempt to get around this was to take the preexisting dds files, and simply do some cutting and pasting using GIMP... but when I attempted to save the preexisting files I got:

"DDS: It appears your image may be a volume map, but not all layers are the same size, thus a volume map cannot be written."

I have no idea what this means... I wasn't planning to do a lot of editing, so much as making slight format changes since I have all the images I want, I just need them formatted correctly so that the images appear in the game. If there is some other program I can use, or an easy way to properly convert the existing JPG files... Again, the current JPG-->DDS files are working EXCEPT for on unit Flags (as far as I know).

There are a total of 5 crests that I need to actually add/edit into the right format.

Hmmm. I'm having the same problem using Gimp and the DDS plugin. So what was your solution?
 
As I recall...

merging all the layers and cropping the image worked. But that wasn't what I did. I was happy enough with a second image that was a jpeg from elsewhere, where the white background could be converted into background (using gimp). The graphic doesn't look quite as nice (just black and white), but it is good enough for my purposes.
