I thought about it, but no. There are a few limitations that I couldn't handle. A city that is located directly on the water is not coastal, so I cannot build lighthouses or harbors there, as well as a fleet. Units don't want to enter such a city, AI doesn't want to capture it. Therefore, the city will remain on the shore. But these buildings will be displayed in the water.Looks good. Only played one elder scrolls game but remember this city from it. Is the city actually positioned on a water tile?
Oh man I can't wait to see a finished in-game shot of Vivec and the surrounding Vvardenfell area. I spent 5 years on and off exploring every single part of Morrowind. Printed maps and drew on them as I conqured every dungeon and explored every city talking to every NPC. I went full OCD on that game and loved every minute of it haha. I often nostalgically think of places like Seda Neen, Balmora, and Red Mountain almost like real holiday destinations I went to.. almost lol. So can't wait to see them in your mod. Especially if red mountain is an actual volcano spewing out lava, not the easiest of things to do in Civ4 I know though.Wip. Like the Imperial City, Vivec will consist of several buildings. The Imperial City originally has a White Gold Tower. Then you build walls around it, the Arcanum University, the Prison District, the Waterfront. It will be the same with Vivec.
