embassy creation bug

I'm playing on a huge map with 12 civs, 3 contacted, with writing, but when I double click on the capitol star, it says I can't conduct diplomatic missions because I don't know of any other civilizations. All three contacted civs show up in the foreign advisor panel. Has anyone else experienced this?
 
Sorry, this seems very strange, so I'm asking dumb random questions:

Which software version?
 
I was using 1.21 when this started, but I just upgarded to 1.29b2- with no effect on the problem.
 
Can you upload a save file for me to look at?

[edit] I should have checked - is this a customised scenario or a standard random game?
 
Well, it fails here as well, so I guess it's not your Civ3 installation. I think the finger of suspicion has to fall on your modified .bic. I don't have time right now to dissect it, but my guess is that the Writing tech has been corrupted and no longer enables diplomats.
 
I noticed that all the fields in the "build an embassy" section of the "diplomats and spies" panel in civ3edit were blank, so I filled them in with the default settiings, which gave me this:

When I started a new game with the scenario, the build embassy command seemed to work fine, but my saved game still won't work.

Hmmm! Well, you'll need some help from an editor expert, which I'm not!
 
Well, after taking a look at the bic file you provided, the problem really seems to be the missing entry in the "build embassy" tab of your bic. At least concerning the can't-build-embassy problem. I'm sorry to tell you, that your running game (the one you send the sav-file of) can't be repaired without changing some stuff in the save file itself (which at least I can't do and I don't know anybody who can), for Civ3 saves all the scenario specific stuff inside the save game. Concerning the screw-ups in the dialogs I'm pretty sure those come from some text files of your's being screwed up, the most likely candidate for me being your diplomacy.txt.
I've testet your save game and for me all dialogs work just fine.
 
If your game is really important to you, I could try to fix your saved game if you can send me a .bic that has the single correction that you require. The faulty .bic is the first part of the .sav, so I can maybe do a file comparison, find the flag bit that's wrong, and edit it. You'd get back an uncompressed .sav, like a zipped autosave, but that shouldn't be a problem.
 
Well, I found and changed the differences - they included a change in one of the Culture records, plus changes in the ESPN records, which define the diplo and spy missions, plus changes in the terrain data - I think this last one may be because the .sav is a 1.29 file and the .bic is 1.21?

Here is the modified file, but I'm not optimistic. It crashes here, and the crash log indicates there's maybe a terrain pedialcons problem. Have you modified the terrain data at all?
 
Yeah, it crashed here too. I dont think i modified the terrain, at least i dont remember doing so. I attached a .sav that I saved under 1.21 in case that helps.
 
That's more like it! I only had to insert the embassy bits and it loads and works here. Give it a try ...

FYI, those differences do sounds remarkably similar to the differences I found when comparing a PC 1.29f bic with a mac 1.21 version.

The two bytes at the end of the TERR section are allow cities and allow colonies. :)
 
Hello there.

I, too, had a problem creating embassies. Like Artifex, I was playing Civ3 on a Mac, but we were using a regular random game, not a saved scenario or anything like that. Everyone has writing and I know like 5 or 6 other civilizations. But when I double click on my capital's star, the Civilopaedia entry for Embassy comes up. Has anyone seen this and/or know what to do about it??
