An unnamed Pulian official at the Grand Consul's office appears to have put an early draft of the Revolutionary Pact agreement out for public release rather than the final version. Here's the document that was actually signed:

In his speech he argued that "Greece, being in the crossroads of Europe and Asia, can play a significant role in world politics and should use its strategic position to empower itself". He also added that "Greece should be a responsible state and guarantee peace in the region. It should trade and sign investment deals with its neighbors and avoid conflicts" and "Greece has a moral responsibility to defend democratic values across the world and promote freedom of speech and free trade". He finished his speech by saying, "Greece can benefit a lot from its strategic positioning and it has the responsibility to be a paragon of peace and a protector of freedom and democracy."

Empires have become increasingly sensitive to the technological needs of maintaining a modern empire. In an era of rapid technological advancement, falling behind ones neighbor in a field of technology could spell a long, gasping, doom. In a few cases, we have already seen examples of technologies that have revolutionize thinking.
Technologies are broadly categorized into three categories: Military, Civilian, and Civic. Beyond that, technologies are categorized by rarity. At the lowest level is Common Tech, of Green Tech. Green Tech would be technologies taken for granted like factories and infantry. Orange Techs, or Uncommon Techs, are technologies that not every empire on the world has access to as of yet. Orange Tech, as time goes on, will likely be the most common of technologies.
Rare Tech, or Red Tech, represent unprecedented technologies that may be over a decade ahead of their time. These technologies usually usher in their benefits through world units or buildings, prototypes of the eventual Orange Tech variants.
There are two additional, theoretical categories of technology, though many analysts believe there are unlikely to appear. Ultra Tech, or Purple Tech, represents a technology that may be decades ahead of its time. Acquiring such a technology could very well change the global balance of power in favor of the empire that acquires it.
There is finally what sci-fi writers are now calling the ThaumaTech, short for Thaumaturgy Technology. ThaumaTech, or White Tech, is technology that is not only decades ahead of schedule, but could very well never have appeared in the normal course of events. The acquisition of ThaumaTech, and its eventual distilling down into Uncommon Tech, would radically change the balance of power.
There are, of course, technology rarities beyond these, but the chances of their appearance are increasingly low.
In light of the proliferation of research agreements, some have wondered how a rare technology could be shared if the object attached to the technology can only accrue to one empire. The answer is that rare technology is not shared. Only one empire will receive the technology, whereas the others will receive a watered down version.
To my dear reader who ask whether an empire really needs to worry about the acquisition of new technologies, I ask this. How different would I world look if every raw materials mine doubled in output? One mine producing one additional raw material may not seem like much, but multiply this benefit across the hundreds of major mining operations across the globe and the economic effects are astounding. Even those without the technology would benefit heavily from its existence.
However, many empires have taken it upon themselves to trade their technologies freely. In some cases, this could be a good thing. However, ask yourself if there is a better way to benefit from your technology than just giving it away. Instead of giving away your military technology, have you considered producing the unit yourself and selling it? Or maybe upgrading your trade partners existing units for them?
Have you considered sending building teams to foreign countries who will build the marvelous new mines and factories instead of giving the technology to the foreigner?
Technology isnt the end-all, be-all, of power, but it is vital to have an edge in some way.
REBELLIONS ACROSS THE PRGC ROCK EUROPEAN ESTABLISHMENT. Paris, Coalition for Independent Solutions. Rebellions rocked the PRGC from Picardy to Natal. Pitched urban battles and battles in the rural countryside ended with the creation of the Coalition for Independent Solutions, consisting of the Technocratic Republic of France, the Castilian Union, Kingdom of Morocco, and Natal Free State.
The rebels have pushed government forces out of Normandy, Paris, Picardy, and Castile In Gascony, government forces fought a devastating series of battles that defeated the rebels at the cost of the local garrison. In Morocco, government forces continue to hold strong against the rebels as well in Natal. In Portugal, rebel forces were defeated handily.
The Coalition for Independent Solutions ideology is steeped heavily in separatist and solutionist ideology.
The rebel demands are thus: Cede Normandy, Paris, Picardy, Castile, Morocco, and Portugal to the rebels. Should the government accept, new countries will be created in Iberia, France, and Morocco.

REBELLIONS BREAK OUT IN PULIAS. Azores Islands, Pulias. The Azores Island is one of several provinces in the empire to suffer outbreaks of rebellion. Disorganized and disjointed, the several rebel groups to emerge have been fairly ineffective at seizing control of provinces, but very effective in tying down several garrisons.
The Azores Islands are contested by a group of ultraconservative separatists calling themselves the Sons of Azores. They seek full independence for the Azores Islands. In Iceland, a militia group calling itself the Council of National Salvation and Repair, or CNSR, is a reactionary group with goals of toppling Puliass government and replacing it with the institutions of the old government. In the Indian Ocean, on the island of Kerguelen, another group has bizarrely decided to attempt to seize power. This reactionary group is tinged in solutionist ideology. Finally, in Norway, a fascistic separatist group is trying to create an independent Norway. It calls itself the United Coalition of Norway.

WAR IN NORTH AFRICA. Algeria, Imperio du Soliel. The type of warfare practiced in North Africa is different from wars the continental powers have seen since the waning days of the Great War centuries ago. Algerian warfare uses mechanized infantry to overwhelm defenders not with sheer power, but speed. In the Sahara, the PRGC infantry division fought hard, but when its position became untenable it was forced to retreat northward to Morocco.
While a small success, the Imperio du Soliel remnant faces significant challenges going forward. The retreating infantry division has taken up positions in Morocco along with the infantry division there. By seizing the Sahara, the IdS has seized with it the lucrative daprese mines there within. However, without industrial capability, the IdSs ability to increase its power is limited.
REBELLION CRUSHED IN MAZOVIA. Mazovia, Valkyrian Republic. The growing revolutions in neighboring countries has inspired would-be rebels in Europe that armed rebellion is a sensible means to seize power and throw out occupiers. Nowhere is this more true than Mazovia, which thanks to the ongoing revolutions has become a hotbed of separatist and rejectionist liberal sentiment. A small armed rebellion was crushed handily by Mazovian forces, but is this a sign of things to come?

PULIAS BECOMES FIRST NATION TO RECOGNIZE THE PRGC. London, Pulias. In an official statement released by the empires embassy in the capital of the PRGC, the Revolutionary Republic of Pulias recognizes the Peoples Republic of Gran Catalunya as the sole legitimate successor to Imperio du Soleil, and we urge the international community to do the same. Visca la republica!
The statement has been met with a mixed reaction in some segments of both countries. While a significant number of socialists and communists inside the Pulias revolution sided with their more democratically-minded liberal allies within the empire, this alliance was always rocky.
Across the channel, the communist hardliners in the PRGC seem to be ignoring the fact there is significant socialist and communist elements of the RRP in favor of demonizing the liberal minority of the revolution.
PRGC OFFERS AMNESTY, DEMAND SURRENDER OF CAPELLO. Algeria, Imperio du Soliel. The revolutionary state has offered amnesty to the defector Major-General Capello as well as others associated with counterrevolutionary forces operating inside the PRGC. Alexandre Ramon Peralta, the Grand Commissar of the PAC and President of the PRGC, urged rebels accept the deal or be declared enemies of the state. In typical Soliel fashion, Capello countered with his own offer of amnesty, with the caveat that the leaders of the Peoples Army of Catalunya will be exiled.

Wendish liberal securitism has entered the local political sphere as an alternative to the more-separatist liberal ideology it competes with. The philosophy holds that Poles need to protect themselves from ostslavs, the Russians. As an independent state, they hold, they would quickly be consumed by the fascistic United Eastern Coalitions. The ideology has taken a small bite out of its larger competitor.

King Dragos Grigorescu has come down hard on corruption inside the country by arresting several persons tied to a scandal within the empire. The UVD colonials in Llanos are no exception, and a small number of them have organized to create organizations dedicated to promoting Victor West and all that he is and believes. THE EASTERN WALL. Solomon Islands, Oceania. The string of island possessions north and east of Oceania are increasingly being referred to as the Eastern Wall. A string of air bases, fortresses, and naval bases in these strings of islands would make any upstart American colonial power struggle to come close to the core Australian territories of Oceania. How these islands should be leveraged is a question of debate between military thinkers.

The Army wants to turn these islands into a string of fortresses that could act as a staging ground for a later invasion of South America. Choosing the Army will decreases land unit costs by 1 IP per unit for this turn only.
The Navy sees the naval applications of the islands as too good to squander and would support a string of naval bases on these islands. Choosing the Navy will decrease sea and air unit costs by 1 IP. Forts, air bases, and naval bases on affected islands will also have 2 IP in cost reduction.
There is also a third party to the controversy: The Ministry of Plenty. The Ministry of Plenty sees the islands as little more than a source of resources. Choosing the MoP will decrease mine costs on affected islands by 1 IP each for this turn only.

THE KORDOFAN MUTINY. Kordofan, Republic of Rome. A group of officers in Kordofan have ordered their infantry to prepare for war against the Republic of Rome. The leader of the coup believes the government has failed to root out socialists and communists from the country, and that the continuing revolutions in the PRGC have created an environment of great instability. Landlocked, how long this mutiny can last is anybodys guess.
A MODEL OF INTEGRATION. Azawadh, Freeman Republic. The Freeman Republic, ruled with an iron fist by the militant Marshal Andrew West, is a militaristic republic. Anybody with six years of military service becomes a full citizen with voting rights to determine who will replace West. In practice, Andrew West is a despot who rules a non-democratic autocracy and likely will for life. This contradiction has not gone unnoticed by the countrys middle elite, but has at least been ignored by separatist groups who believe they can change the system internally through service.
In Azawadh, young men and some women (an entirely different story for a different time) are flocking to recruitment centers. This is a trend being repeated across the Freeman Republic, but there is still some worry. Separatism is losing its foothold in the country and there is a twin rise in reactionary and conservative ideologues.
The conservatives believe that Andrew West should confirm what is already suspected: the republic is a dictatorship and that he is in need of a successor. The reactionaries believe that the country should become a full oligarchy once more and power restored back to the hands of the military.

LIGHT REFORM IN TYO. Gabon, Empire of Tyo. The Reforms of 2137 were modest in scope, but significant in signaling to the business community that the government has a limit on worker abuses. The new laws increase the safety standards of mines and introduces a tax break to companies to help meet these new standards as well as additional tax penalties starting 2142 for companies that fail to meet the new standard.
Unfortunately, the light reforms failed to end the campaign by local private detective companies working in tandem with business. The measures did cause enough division with the local unions to prevent a general strike, but agitation on both sides continues to grow.
MILITARY ASKS FOR A NAVAL BASE. Madagascar, Empire of Tyo. Tyonese Navy admirals are petitioning the government to build naval bases on Madagascar to extend EoT power into the Indian Ocean. Such a move may be met with anxiety for nearby empires such as the Humanist Republic of Unity, but the admirals say the benefit likely outweigh the risks. BUSINESS SCHOOLS IN NIGER. Niger, Freeman Republic. Businesses schools have become surprisingly popular in Niger, despite the governments fascistic outlook on society. A MODERN ARMY. Shewa, Humanist Republic of Unity. A major-general in Shewa have been fairly outspoken recently in his criticisms of the government. He argues that the HRU is hemmed on all sides by powerful forces, and that the HRU needs to modernize her forces to best compete with the likes of the Empire of Tyo or Republic of Rome. Reactionaries and fascists have been especially receptive to the message.

EASY ELECTIONS. Sometimes, elections arent close. China, the Blue Oyster Cult, and Japan are hosting elections in which the ruling party is likely to win. In that case, the leaders here have a choice. They can either run for another term or step aside for somebody else to enter the governing office. If they choose another term, there will be those who think the country is sliding toward oligarchy, but what do they know?
If a leader does choose to step aside, they should name their successor. Unfortunately, this successors traits wont be known until he or she enters office.
CLOSE ELECTIONS. Greece and Valkyria are hosting elections that are considered close. The ruling party is expected to win but, then again, maybe it wont. The same rules as above applies. A good way to increase your chances of winning reelection/winning election for your party is through good old fashioned bribery. This can be risky during election season though, so trend carefully!
One country stands out: Pulias. The government is expected to lose this upcoming election, but it is close enough that maybe, just maybe, the government can pull ahead. Pulias is starkly divided ideologically, with reactionaries and socialists making up the two largest voting blocs followed by conservatives and separatists. Because of the politic unrest in Pulias, it isnt out of the question that the voters choose somebody that is militant or revolutionary in ideology.
If the government loses the election, the revolution fervor will come to an end in the country.

Empires have become increasingly sensitive to the technological needs of maintaining a modern empire. In an era of rapid technological advancement, falling behind ones neighbor in a field of technology could spell a long, gasping, doom. In a few cases, we have already seen examples of technologies that have revolutionize thinking.
Technologies are broadly categorized into three categories: Military, Civilian, and Civic. Beyond that, technologies are categorized by rarity. At the lowest level is Common Tech, of Green Tech. Green Tech would be technologies taken for granted like factories and infantry. Orange Techs, or Uncommon Techs, are technologies that not every empire on the world has access to as of yet. Orange Tech, as time goes on, will likely be the most common of technologies.
Rare Tech, or Red Tech, represent unprecedented technologies that may be over a decade ahead of their time. These technologies usually usher in their benefits through world units or buildings, prototypes of the eventual Orange Tech variants.
There are two additional, theoretical categories of technology, though many analysts believe there are unlikely to appear. Ultra Tech, or Purple Tech, represents a technology that may be decades ahead of its time. Acquiring such a technology could very well change the global balance of power in favor of the empire that acquires it.
There is finally what sci-fi writers are now calling the ThaumaTech, short for Thaumaturgy Technology. ThaumaTech, or White Tech, is technology that is not only decades ahead of schedule, but could very well never have appeared in the normal course of events. The acquisition of ThaumaTech, and its eventual distilling down into Uncommon Tech, would radically change the balance of power.
There are, of course, technology rarities beyond these, but the chances of their appearance are increasingly low.
In light of the proliferation of research agreements, some have wondered how a rare technology could be shared if the object attached to the technology can only accrue to one empire. The answer is that rare technology is not shared. Only one empire will receive the technology, whereas the others will receive a watered down version.
To my dear reader who ask whether an empire really needs to worry about the acquisition of new technologies, I ask this. How different would I world look if every raw materials mine doubled in output? One mine producing one additional raw material may not seem like much, but multiply this benefit across the hundreds of major mining operations across the globe and the economic effects are astounding. Even those without the technology would benefit heavily from its existence.
However, many empires have taken it upon themselves to trade their technologies freely. In some cases, this could be a good thing. However, ask yourself if there is a better way to benefit from your technology than just giving it away. Instead of giving away your military technology, have you considered producing the unit yourself and selling it? Or maybe upgrading your trade partners existing units for them?
Have you considered sending building teams to foreign countries who will build the marvelous new mines and factories instead of giving the technology to the foreigner?
Technology isnt the end-all, be-all, of power, but it is vital to have an edge in some way.

The rebels have pushed government forces out of Normandy, Paris, Picardy, and Castile In Gascony, government forces fought a devastating series of battles that defeated the rebels at the cost of the local garrison. In Morocco, government forces continue to hold strong against the rebels as well in Natal. In Portugal, rebel forces were defeated handily.
The Coalition for Independent Solutions ideology is steeped heavily in separatist and solutionist ideology.

REBELLIONS BREAK OUT IN PULIAS. Azores Islands, Pulias. The Azores Island is one of several provinces in the empire to suffer outbreaks of rebellion. Disorganized and disjointed, the several rebel groups to emerge have been fairly ineffective at seizing control of provinces, but very effective in tying down several garrisons.
The Azores Islands are contested by a group of ultraconservative separatists calling themselves the Sons of Azores. They seek full independence for the Azores Islands. In Iceland, a militia group calling itself the Council of National Salvation and Repair, or CNSR, is a reactionary group with goals of toppling Puliass government and replacing it with the institutions of the old government. In the Indian Ocean, on the island of Kerguelen, another group has bizarrely decided to attempt to seize power. This reactionary group is tinged in solutionist ideology. Finally, in Norway, a fascistic separatist group is trying to create an independent Norway. It calls itself the United Coalition of Norway.

WAR IN NORTH AFRICA. Algeria, Imperio du Soliel. The type of warfare practiced in North Africa is different from wars the continental powers have seen since the waning days of the Great War centuries ago. Algerian warfare uses mechanized infantry to overwhelm defenders not with sheer power, but speed. In the Sahara, the PRGC infantry division fought hard, but when its position became untenable it was forced to retreat northward to Morocco.
While a small success, the Imperio du Soliel remnant faces significant challenges going forward. The retreating infantry division has taken up positions in Morocco along with the infantry division there. By seizing the Sahara, the IdS has seized with it the lucrative daprese mines there within. However, without industrial capability, the IdSs ability to increase its power is limited.
REBELLION CRUSHED IN MAZOVIA. Mazovia, Valkyrian Republic. The growing revolutions in neighboring countries has inspired would-be rebels in Europe that armed rebellion is a sensible means to seize power and throw out occupiers. Nowhere is this more true than Mazovia, which thanks to the ongoing revolutions has become a hotbed of separatist and rejectionist liberal sentiment. A small armed rebellion was crushed handily by Mazovian forces, but is this a sign of things to come?

PULIAS BECOMES FIRST NATION TO RECOGNIZE THE PRGC. London, Pulias. In an official statement released by the empires embassy in the capital of the PRGC, the Revolutionary Republic of Pulias recognizes the Peoples Republic of Gran Catalunya as the sole legitimate successor to Imperio du Soleil, and we urge the international community to do the same. Visca la republica!
The statement has been met with a mixed reaction in some segments of both countries. While a significant number of socialists and communists inside the Pulias revolution sided with their more democratically-minded liberal allies within the empire, this alliance was always rocky.
Across the channel, the communist hardliners in the PRGC seem to be ignoring the fact there is significant socialist and communist elements of the RRP in favor of demonizing the liberal minority of the revolution.
PRGC OFFERS AMNESTY, DEMAND SURRENDER OF CAPELLO. Algeria, Imperio du Soliel. The revolutionary state has offered amnesty to the defector Major-General Capello as well as others associated with counterrevolutionary forces operating inside the PRGC. THE EASTERN WALL. Solomon Islands, Oceania. The string of island possessions north and east of Oceania are increasingly being referred to as the Eastern Wall. A string of air bases, fortresses, and naval bases in these strings of islands would make any upstart American colonial power struggle to come close to the core Australian territories of Oceania. How these islands should be leveraged is a question of debate between military thinkers.

The Army wants to turn these islands into a string of fortresses that could act as a staging ground for a later invasion of South America. Choosing the Army will decreases land unit costs by 1 IP per unit for this turn only.
The Navy sees the naval applications of the islands as too good to squander and would support a string of naval bases on these islands. Choosing the Navy will decrease sea and air unit costs by 1 IP. Forts, air bases, and naval bases on affected islands will also have 2 IP in cost reduction.
There is also a third party to the controversy: The Ministry of Plenty. The Ministry of Plenty sees the islands as little more than a source of resources. Choosing the MoP will decrease mine costs on affected islands by 1 IP each for this turn only.

THE KORDOFAN MUTINY. Kordofan, Republic of Rome. A group of officers in Kordofan have ordered their infantry to prepare for war against the Republic of Rome. The leader of the coup believes the government has failed to root out socialists and communists from the country, and that the continuing revolutions in the PRGC have created an environment of great instability. Landlocked, how long this mutiny can last is anybodys guess.
A MODEL OF INTEGRATION. Azawadh, Freeman Republic. The Freeman Republic, ruled with an iron fist by the militant Marshal Andrew West, is a militaristic republic. Anybody with six years of military service becomes a full citizen with voting rights to determine who will replace West. In practice, Andrew West is a despot who rules a non-democratic autocracy and likely will for life. This contradiction has not gone unnoticed by the countrys middle elite, but has at least been ignored by separatist groups who believe they can change the system internally through service.
In Azawadh, young men and some women (an entirely different story for a different time) are flocking to recruitment centers. This is a trend being repeated across the Freeman Republic, but there is still some worry. Separatism is losing its foothold in the country and there is a twin rise in reactionary and conservative ideologues.
The conservatives believe that Andrew West should confirm what is already suspected: the republic is a dictatorship and that he is in need of a successor. The reactionaries believe that the country should become a full oligarchy once more and power restored back to the hands of the military.

LIGHT REFORM IN TYO. Gabon, Empire of Tyo. The Reforms of 2137 were modest in scope, but significant in signaling to the business community that the government has a limit on worker abuses. The new laws increase the safety standards of mines and introduces a tax break to companies to help meet these new standards as well as additional tax penalties starting 2142 for companies that fail to meet the new standard.
Unfortunately, the light reforms failed to end the campaign by local private detective companies working in tandem with business. The measures did cause enough division with the local unions to prevent a general strike, but agitation on both sides continues to grow.
MILITARY ASKS FOR A NAVAL BASE. Madagascar, Empire of Tyo. Tyonese Navy admirals are petitioning the government to build naval bases on Madagascar to extend EoT power into the Indian Ocean. Such a move may be met with anxiety for nearby empires such as the Humanist Republic of Unity, but the admirals say the benefit likely outweigh the risks. A MODERN ARMY. Shewa, Humanist Republic of Unity. A major-general in Shewa have been fairly outspoken recently in his criticisms of the government. In that case, the leaders here have a choice. They can either run for another term or step aside for somebody else to enter the governing office. If they choose another term, there will be those who think the country is sliding toward oligarchy, but what do they know?
If a leader does choose to step aside, they should name their successor. Unfortunately, this successors traits wont be known until he or she enters office.
CLOSE ELECTIONS. Greece and Valkyria are hosting elections that are considered close. The ruling party is expected to win but, then again, maybe it wont. The same rules as above applies. A good way to increase your chances of winning reelection/winning election for your party is through good old fashioned bribery. This can be risky during election season though, so trend carefully!
One country stands out: Pulias. The government is expected to lose this upcoming election, but it is close enough that maybe, just maybe, the government can pull ahead. Pulias is starkly divided ideologically, with reactionaries and socialists making up the two largest voting blocs followed by conservatives and separatists. Because of the politic unrest in Pulias, it isnt out of the question that the voters choose somebody that is militant or revolutionary in ideology.
If the government loses the election, the revolution fervor will come to an end in the country.

Industrial Production: 91% fall in price
Iokril: ~2800% increase in price
Hasnine: 87.5% fall in price
Seskine: 85.7% fall in price
Daprese: 30% fall in value
The most notable takeaway is that industrial production has a lot of value in four years. The market is experiencing a massive glut of industrial goods at this moment, but the Iokril prices have risen. The only price to remain fairly solid is the price of raw materials.
With industrial product cheap, now may be the best time to expand Iokril production.
