Well I am unsatisfyed with the rules... Why does Greece have to attack someone when there is all the free space in the new world, it doesn't make ANY sense.

Maybe there should be a way of spend a few gold to get to the next level.

But I find little point of playing a Colonial NES if I need to spend numerous turns building up massive forces to attack someone in north-america just so I can make a colony in indonesia.

For the record, you couldn't have made a colony in Indonesia this turn even if you were a Major power. Completely not possible seeing you're in the Yucatan Pennisula. Similar to how China can't make a colony in present day England.... :(

Well because Greece doesn't have the power, wealth, technology, and local desire to form colonies.

Seriously, I've just been overwhelmed with work today and last Friday that i've had some difficulty even being online. Sorry, update will come when i can.
 
Instead of uncivilized countries making colonies, can we just conquer land and call it a colony? I mean how can I not have the power or wealth to send 100 people to a new land and put my flag over that land? :D
 
Perhaps minor powers should be allowed to start colonies? Seems more reasonable...
