Era-specific tech speed

I was wondering if there was a way to change the tech speed by era. I know about the XML change in gamespeed, but that slows down everything. What i would like is an easy way to change the price of techs (i assume this would be the easiest way to go about this) in each era without hunting down and individually modding each tech.

The principle reason for this is that i like the slower speeds, i would like a bit slower than epic, but marathon is way to slow, ive tired a few games and just gotten bored. I modded the tech speed but that kinda makes things to slow to start for my liking.

There is no inbuilt mechanic for this, but there was a very usefull tool that will update the XML with tech cost modifiers per era, saving you to do it by hand.

I can't find it right now however
Maybe someone has a working link or a copy...

That would be perfect. What i want to do is set the ancient era at epic speed and then slow things down a bit in the classical and medieval era and onward.

Does anyone have a link or more info on the prog that Refar is talking about?
