"Sire! I bring the rapport you requested from the Lord of Algarve and Alentejo!"
Afonso IV looked up from the papers on his desk, "Thank you, please leave it here, I will read it shortly."
After finishing a few papers, Alfonso picked up the rapport the messenger had left and opened it.
Unto Afonso IV, King of Portugal
As per Your request, I have had my servants travel around to the villages in my realm, finding out how they make a living for themselves.
Along the border with the Kingdom of Castille, most are peasants, living off the land, eating what they can grow, while selling that which they can not.
However, the servants which I sent out to the coastal villages brought word that the majority made a living by catching fish. They catch enough that they may sell these fishes in our centre of trade in Lisbon, making both money for themselves and for our merchants, and therefore for us as well.
These men would also make fine sailors, and should we expand our navy significantly, they would make a good addition to the crew of our ships.
However, when they heard that my servants were there on a Your orders, one of them requested an audience with You, claiming that he knows of an easy way to expand the reach of Your authority, and I saw it fit to let him travel with my messenger, by the time you read these words, the fisher should be waiting patiently for you to grant or deny him an audience.

Afonso looked at the rapport and nodded as to himself. He called the messenger who had arrived with the rapport in again, and asked him to send in the fisher.
As the fisher entered, he bowed to Afonso, who waited for him to finish, and then proclaimed that he was allowed to talk.
"My King, I live in a small village near the southern coast. When we received word that a servant of Yours would arrive in the village in order to find out which goods we supplied Lisbon with, I came to think of some discoveries which we in my village had made. Recently, while we were out fishing, a storm forced us further to the southwest than we would sail just by ourselves, and as the storm was about to enter it's worst state, we saw a small island, which we sailed to. The island seems to be uninhabited, but it has all the resources needed to support life on it. At the same time, nobody has claimed this isle yet."
Afonso thought about what the fisher had said for some moments, and then said "I am glad that you requested this audience with Us. We think that you are indeed right, this may be an easy way to expand out Kingdom, and it would be without wasting the lives of our soldiers! Good man, please bring back word to your village that We wish to arrange an expedition to the island to bring it under the Crown of Portugal!"
The fisher looked excited at that thought "I would be pleased to lend you our seafaring skills in this expedition, and I am sure that the other people in my village feels exactly the same, in fact, when I return, I will try to map out the route I think that the storm made us take, so that the expedition will know exactly where to go!"
"Please do so, and go with my blessing." Afonso said, dismissing the fisher. He looked upon the rapport with satisfaction, pleased that he now had a chance to expand his Kingdom without having to go to war.
The provinces of Algarve and Alentejo produces Fish! And the Portuguese seems to like the thought of colonization
