In my last game, I received an event early in the Prehistoric era that gave me about a one-time +6

as one option, or gave a permanent +1

to, I think, the Knowledge inheritance if you had researched Tribalism. IIRC, the description said a tribal elder had an insight about the new developing reality - sorry I can't be more specific, I'm going off of memory. My point is that the two options aren't really balanced - if you haven't research Tribalism, you have to take option A, and if you have researched Tribalism, you will always take option B. In other words, there is no real choice.
I'd suggest changing the options so that the player has to make a choice between a short-term benefit on the one hand, and a long-term benefit that comes with a short-term negative on the other hand. For example, option A still gives a small bonus to the current tech being research. Option B, meanwhile, would give the permanent +1

to Knowledge Inheritance, but would also give, perhaps, one turn of disorder in the capital. That way, the player has to balance the options and make a difficult choice, which is what events should do.
