Because you said fines for speeding are a deterrent. It is to some, but many risk the monetary value for the speed gained.

Why do you think there are more poor people in prison today in America than rich? Why are there more blacks than white? If our justice system is so vaunted and perfect why these disparities?
Because America's legal system isn't perfect, no one claimed it was. But it is a far cry better than giving people the ability to pay their way out of whatever crimes they may commit. How would your system even the discrepencies between blacks and whites in prison?
And your point and poor and rich in prison is moot, because why would prison count be equal over economic classes?
