Expanded Universal Civics Options?

Just curoious how tough it would be to inclue all civics (except possibly the starting civics) in the options for Universal Civics resolutions. I could see several uses for this, such as if you had an enemy with a huge army but an already weak economy, passing Pacifism could cripple his economy. Would this be a copying/pasting the existing civics resolution code, but changing the tech referred to? Or would it be much more in-depth, adjusting all the civ files so they could evaluate them well? I could envision many times this could be useful, though I want it most because I like Theocracy/Organized Religion & I don't like being forced to Free Religion most of the time. I don't know much about changing the coding, but I'd have fun with it if it was fairly straightforward. Thanks for your input!
