Not too sure what you mean about the Celts being problematic. Sure the Celts that lived in Iberia and Gaul might be hard to classify, but modern and medieval Ireland, Highland Scotland, Wales, Man and Cornwall are essentially Celtic cultures. They have certainly produced their share of military, scientific and artistic leaders and more than their fair share of religious ones. They are not the quaint kind of people from a bygone era that they have been characterised as (Not that I'm saying you or anyone else has said anything like this so no offence intended.)

I'm pro Celtic civ inclusion all the way.
 
The question on the Celts is just how to include them in the expansion pack, as a conglomerate of medieval or modern nations (Wales, Ireland, Scotland, etc.) or as the ancient Celts (La-tène-era and so on) that fought the Romans?

I think perhaps both, just call it the Celts and the Irish etc. out there won't mind.

In terms of UU's for modding, you would have Gallic Swordsmen for the Roman Era, Galloglasses for the Med. Era and the British Army Black Watch for the Modern Era (Originally a Highland Scot unit.)
 
I say that becuase I am one of those who mods in modern Italian units to the Roman civ in games. I know there is a distinction in some places but for continuities sake thats what I do.

Again, maybe the point needs to be raised that you can choose to evolve your civ. Pick a new name and a new leader after Anarchy or certain key points.

It is just that they are so spread out, being both Irish, Scottísh, Gauls, Iberians and so on. There was even an Celtish kingdom in Asia Minor. Should they be treated proto-French, proto-Irish, or ... That is what I meant.
I should have used the words: "hard to make an unifying implementation" instead.

Why 8? The game ships with 18 civs. The 1st expansion is mostly half of that so thats 9, but probably they round it up to 10 then.

Zimbabwe: Actually, Zimbabwe was built by the Shona who were still living there when A Crazy Dutchman forced them out trying to prove that Whites built Zimbabwe. He later killed himself after facing the truth that he was wrong.

Pueblo: Now we're getting somewhere, I Would Love to see the Pueblo in as a Civ with all the ancient and modern sites as a City List. My Choice for a Leaderhead would be Pope (Pronunced Poe-Pay) as he lead the Now-Famous Pueblo Revolt against the Spanish, and my choice for a Unique Unit would be Pueblo Revolutionaries\Musketmen, who would Start with a Guerilla Bonus of some kind.
