After you create the files you should have to activate them in mod buddy. After you do that, Go in to the world builder and click "Mods", then you will get a list of your downloaded mods, select your city state mod. exit, then create (or load ) a map. Go into scenario editor and select your city states and voila.
In modbuddy, open the mod properties. Then click actions. You will get a screen with a chart on it. Type in: OnModActivated in the first one. UpdateDatabase in the second one, and your filename in the third one.(See screenshots)
This mod doesn't work for me. City State Interfaces are completely messed up (some of them), and after a while of playing, I can't even open their window by clicking on them. Diplomacy window says that I haven't met any city state yet, and so on.
Is this mod multi-language compatible? I play the German version of Civ 5.
Thanks, I figured out the problem, everything was just too complicated. I added loads od references rather than laying the information easily out.

Maybe Garett will correct me, but I don't think so.
If you use the <Language_en_US> tag to name something, that same variable won't have a value (read: corresponding text). My guess is (based on past experience) it will show as whatever the variable was, being something along the lines of TXT_KEY_CITYSTATE_NAME, but Malv Roeller's post seems to indicate otherwise.
