City gifting is perfectly legal just like gifting units or resources is. However, it seems to me the war-time gifting of nearly an entire empire to an uninvolved 3rd party is a manipulation of the rules that only serves to throw the game out of balance.

The part where I think it is bs = the time that the guy turned over his civ to the AI and then logged back into gift his cities away
I don't think there needs to be a rule against city swapping. I think it is obvious that neo quit and then logged back in with the intention of ruining the game.
Neo - what are you babbling about? My legitimate purchase of troops? He didn't gift anything I didn't pay for (either through service or in gold). You gifted cities just like another person did earlier in the game - they were losing and being a jerk.
I didn't complain about things being unfair - I complained about you being a poor sport who intentionally gifted cities to a civ that was not involved in the war FOR THE PURPOSE of ruining the game.That save is long gone.
If it wasn't I would take you up on your offer.

- Gozer may not have had visibilty to the area in question and now he does
- Gozer makes money off of city trades
- OR Gozer gets a free base of operations on a new continent
- OR we go to war with Gozer and take undefended cities extremely easy
None of the above was beneficial to you in anyway.
Would everyone be cool about me gifting all of my cities (except the capital) to Japan? No? Why? because it would be the kind of thing a poor sport would do... there would be NO benefit for me to do it.
Will I donate some cities to Japan during this war? YES - I want to lower my maint and provide a base of operations in the north to an ally. That would be a legitimate use of trading/gifting cities.
Neo - I actually had more respect for you when you just quit (while whining about some unknown betrayal). And btw - you declared war on me... i didn't double turn you... what are you delusional?
How classy is it to just quit after your ally lost TONS of troops trying to defend you and then you donate cities to a completely uninterested party and not your ally? Did you try to donate cities to England? Did he not accept them so you had to donate the cities to someone else just out of spite?

Was it a "stated condition" to be a poor sport? And by "continue" do you mean fold like a lawnchair?That was not stated as a condition of this game.

PS - I think FR is doing a pretty good job running things - thanks for hosting - except for the people who scream "double turn" everytime a war starts and the people who jump in and "confirm" rules when they aren't even in this game and the people who are unable to find the "end turn" button day after day after day after day... its been a great experience
