Since the Fall Patch which made the Landsknecht a regular unit accessible at Civil Service (with Mercenary Army SP) the tech description for Civil Service doesn't tell you anymore that it also allows open border treaties:

Wat do?
Well the first "star icon" says: Food from the Farm increased by 1 on tiles with access to Fresh Water. And the second says the same just with "Terrace Farm" instead.
I ran a bunch of calculations over the past week and came to the conclusion that there is a solution to this dilemma. We just combine both of these "star icons" into one which then will say "Food from the Farm and Terrace Farm increased by 1 on tiles with access to Fresh Water." And then there is room again to display the formerly lost icon again which tells the players that the Civil Service tech also allows Open Border Treaties.
For consistency reason it is recommended to also combine both farm related "star icons" at the Fertilizer tech.
