Fascism needs fixing!!!

Fascism
1. A system of government marked by centralization of authority under a dictator, stringent socioeconomic controls, suppression of the opposition through terror and censorship, and typically a policy of belligerent nationalism and racism.

How about the benefit of Fascist cities falling civil disorder only when the unhappy civilians outnumber the happy civilians by two (from one)? It would fit in with the definition of the suppresion of the opposition.

Of course, to prevent it from being too overpowered, it could be made so that only a maximum of 5 cities will be able to benefit from this. Any more and the citizens will become too incensed to be suppressed.

Fascism would be a great government if they added concepts that differentiate your people from one another. Some people call this "Factions", but it can be done with a variety of features (existing, improved, and new features). Foreign Nationals, for one. Continents and provinces. Cultural differences. Political affiliation. And, of course, religion.

Fascism would have a strength for shutting these dissenters up. In a Democracy, it would encumber you a bit more. (Of course, when the minority finally gains control in a Democracy, they celebrate. When a minority finally gains control in a Fascism, THEY BURN STUFF AND EXECUTE PEOPLE.)
