Feature or bug: Tourism CS Quest

When a CS has a competition for the most culture or the most faith, it is a cumulative amount over the entire length of turns.

However, with tourism, it is the highest tourism per turn on the turn the competition ends. This eliminates bonuses from Great People, Wonders, completing other CS quests, etc.

Is this discrepancy intended, and if so, why?

I've been thinking about bringing this up as well, with the tourism redesign a lot of the old things scaling off tourism per turn makes very little sense.

Good question. Tourism gained from instant events does not factor into your 'total' tourism per turn. Also, Tourism values (as gained from events) differ on a civ-by-civ basis, so storing those values creates a problem. In short, it was (and is) centered around Tourism per turn because the culture valuation model is not a reliable baseline.

Flat tourism per turn needs something, though, right?
