The Treaty of Shroudane
Under the watchful eyes of all the gods of Erebus, the Sovereign Empire of 'Als and the Sovereign Nation of Halluchuirp officially swear to maintain bonds of loyalty, friendship, and trust between their nations in order to create the
Western Alliance of Sovereign and United Protectorates. For the purpose of promoting the common good, member nations agree to abide by and enforce the following resolves:
1. The members of the Western Alliance of Sovereign and United Protectorates will cooperate for the common defense of their nations, and will treat any attack against one of them to be an attack against all.
2. The members of the Western Alliance of Sovereign and United Protectorates will collaborate on all matters of significant diplomatic importance, including declarations of war, peace treaties, trade embargoes, the joining of special councils, and the establishment of military alliances and defensive pacts with other nations. Whenever possible, the Western Alliance will create a joint diplomatic party for the purpose of meeting new nations. In all these significant diplomatic matters, no nation will act until they have the full consent of the others.
3. The members of the Western Alliance of Sovereign and United Protectorates will continue to exercise full governmental authority over their own citizens, and although one nation may advise the other on how to handle their populace, they will not interfere without explicit permission. Any disputes caused by the citizens of one of these nations will be handled solely by that leader, unless they explicitly request assistance. Religion and civics will have no official bearing on decisions of this Alliance. No religion and civics can be made to be required for admission to this Alliance, whatsoever.
4. The members of the Western Alliance pledge to honor their current territorial boundaries as defined by their current settlements, but leave the rest of the world open to colonization. In the future, members of the Alliance will consider any province already colonized by another to be strictly off limits for future colonization, even if the current settlement is later destroyed or captured.
5. Members of the Western Alliance will collaborate in the governing of any foreign settlements captured through military conquest when said conquest is achieved by military forces comprised of member nations. All decisions concerning these settlements will be made through collaboration between the member nations by a majority vote, and the entirety of the income of such settlements will be equally divided between the members of the Alliance who participated in said conquest. In addition, any tribute of wealth or other resources resulting from a defeated foe will be divided equally between the members of the Alliance who participated in said conquest, unless member nations who participated in said conquest voluntarily give up their right to entitlement of the spoils of war in said conquest.
6. Members of the Western Alliance of Sovereign and United Protectorates pledge to trade all public technologies with each other on a 1 rp : 1 rp basis, or a 2 gold : 1 rp basis as soon as trade becomes possible, unless said technology bears the cultural stamp of a nation which is not a member of this treaty.
7. A member of the Western Alliance agrees upon admittance to abide by these resolves for 250 years. After 200 years, all nations must publicly declare whether they choose to leave the Alliance peaceably or sign this treaty once again to repledge their commitment to the Alliance for another 250 years.
8. Amending this Treaty in any way can only be done so by a unanimous vote of all members.
9. The admittance of proposed new members to the Western Alliance of Sovereign and United Protectorates will only be allowed into the Alliance upon a unanimous vote in favor of admission of proposed new member. In order to be eligible for membership, a proposed new member must be a sovereign nation and not a vassal of any other, unless the vassal's master is already a member of the Alliance. If any member should be made a vassal to a nation who is not a member of the Alliance, then said nation's membership is immediately revoked peaceably unless the vassal nation's master is at war with the Alliance.
10. A Grand Council of all member nations shall be convened every one hundred years, with the purpose of mandating deliberation between members on all pressing matters, and to consider the proposals of new amendments to this treaty which can only be ratified by a unanimous vote of this Council.
I, Lord Malus, Dread Emperor of the Empire of 'Als hereby swear that the resolves of this Treaty of Shroudane will be upheld by myself and my successors to be obeyed as law throughout my lands.
I, Yeltey, Grand Master Crafter of the Halluchuirp Nation, hereby swear that the resolves of this Treaty of Shroudane will be upheld by myself and my successors to be obeyed as law throughout my lands.
