I thinks it's time for my two cents...
Laroth is, indeed, a master of Spirit magic as opposed to straight Death.
However, and oddly enough, that mastery of Spirit is what gives him his power in the Underworld. A master of Death magic
would not necessarily be strong once dead, since the only measure of strength there is how strong your will and desire are. Laroth is both strong willed and able with Spirit magic, which lets him further influnce the will of himself and others and thus change things around in Arawn's vault.
One of the interesting points that shjould be made is to ask just what Death mana
does. A good explanation - perhaps not exactly lore-based, but not far off - is that it allows one to bind remnants of souls (or, for that matter, entire souls) to the Erebus plane instead of letting them go to hell, heaven, or Arawn. Laroth's power grows when souls are
sent to the Underworld - so, ironically enough, I'd have to agree that Death mana would not increase the power of his followers.
On the other hand, there is a question of when/how those souls are bound. If they are souls that are
not yet gone to another plane, the above holds. If they are souls that are
coming from the Nether Plane, then it's possible that Laroth could get to them first and influence them in sone way. They wouldn't, perhaps, be controlled by him per se but if he could choose to only let sympathetic souls "go back"... who knows? Skeletons and most of the "weaker" undead are easily controlled, but some of the higher levels (think Spectres and Wraiths) are capable of their own thoughts.
