Add all these together and you get your administration value. This will provide a cost modifier for building new cities and marches. This value is helps determine the 'expansion cost modifier':

does this mean new cities and marches are very expensive? yes, especially if you already have 2 cities
how does one reduce the cost? government buildings, civics that increase 'administration values'
how can i get those buildings and civics? mostly through researching the tech line known as government and leadership.
 
are administration and authority points the same thing? because i don't see anywhere how to improve administration and i don't see where authority points are used.

edit: i'm guessing the two are the same thing. new question

can you have a negative administration value in a city?

Authority points can be increased with law mana, but I haven't seen it's use yet

Yes, see civic: Economic Stewards. If you have negative admin, it represents rampant corruption and costs you 10 gold per turn. The civic allows a building that grants one stability and one admin point (not in capital), so you can avoid that penalty pretty easily.

Otherwise, I believe the 'City Hall' building at Social Planning and Welfare grants an admin point as well.

Our Diviners (Immaculate) have revealed to us that if we are to completely remove the threat, permanently, we will need more then 100 gold to perform a ceremony at the Tomb of Sucellus. The God of Life will strike down those who walk against his will and Edsunland will be free to live in peace once more. There are six nations on Erebus, if each pay an equal sum we will be able to use this ritual for a mere 20 gold, putting out total up to 120 gold.

Every nation of Edsunland, that's the Bannor, Amurites, Hippus, Kuriotates, Kappa, White Mist Elves and Grigori, must pay this amount if we are to survive this age.

Let Junil damn any who refuse this meagre sum.

We Kappa will pay this sum, 20 gold, under one condition. All incoming gold must pass through an accountant from a neutral party and be tallied, and that tally must be made public after the ritual is complete.

We sent our share of the gold 15 years ago when the ritual was first performed. Had all nations done the same, there would be no need to send more. We will not be cheated again.
 
Of course. Unfortunately, what neutral party is there that we can all trust? Such a large amount of gold could be tempting to steal for some people, particularly those who would not benefit from destroying the undead, and therefore probably all neutral parties. The Bannor, as the organiser of this event, will take control of the gold and will tally it unless there are any major objections.

@Immy: You can now make ''groups'' on the forum, which can be private. You might want to have a look, and maybe make a FFHNES2 one. I don't know exactly how private groups work but it might be useful for private diplomacy discusions between players. You might be able to assign a password to a discusion within a group, which could allow specific players to comunicate privately with each other. It could also be used to move OOC posts or general comments out of the main thread if you wanted to do so.

Isn't the event supposed to be done near the Life mana node? Who's going to channle its power across the zombnie infested lands up to Bannor lands? It looks like the elves would be a more logical and neutral party to receive gold and perform the ritual.
Tuan and the Fists of Balance would strongly advise the Grigori against trusting the Bannor with any gold since they first betrayed us centuries ago and failed to provide protection over their vassals recently, thereby proving themselves totally untrustworthy. Whie Mist elves and Kappa sound like more trustable parties.
 
We will take the money, but we will accept foreign overseers to regulat the gold, and make sure none is lost.

Isn't the event supposed to be done near the Life mana node? Who's going to channle its power across the zombnie infested lands up to Bannor lands? It looks like the elves would be a more logical and neutral party to receive gold and perform the ritual.
