In addition, the FRHK proposes that all members sign a pact of non-aggression, and that any border disputes between member nations be settled through diplomacy.

Australia accepts trade with FRHK and will participate in the creation of the APFTA. We also sign the Non Aggression Pact with the FRHK as this will foster peace in the area.

While the Free Republic of the Great Lakes and Ontario is based out of former Canada, it has plans to expand into America. The F.R.G.L.O takes high offence to the Fifth's claims of being the one true successor in America. It seems that the Fifth has grown arrogant, just as the country they spawned from did. May the Free Republic remind you that you are half a country away from your beloved Washington, while the Republic is mere miles away?

Partisans

Post-Revolution Occupation isn't easy. Each turn, one partisan division will spawn in each territory you occupied from an enemy. The battles are very much do or die. If the partisans loses a provincial battle, their forces are wiped out. Same with the occupiers (but occupiers often should have far more force in the region and defenders).

Partisans don't build air wings ever meaning grinding them to dust from the air is key.

Civil Wars

Instead of the nation mysteriously vanishing into nothing, inactive nations are WOG'd into squabbling warring states all vying to unify the country. They don't get a penalty for occupation since, hey, it's a civil war like that. Aiding a side can gain you a loyal ally.

And how long does partisans try to free the occupied territory? Until they beaten in a fight or until their "father" nation gets destroyed?

This was both their second update of not sending in orders. Generally, if you tell me you're going to be gone, you're fine.

Default is five years with each lost territory adding another year of partisan spawning. Generally, the Partisans are VERY weak and can be smashed by most modern armies with air power.

The Heavy one for those under the average and a smaller one for those slightly above the average. The Third French Republic was just under the average while Juan was above it.

It makes as much sense as a worldwide global revolution originating in South Africa tearing apart every nation-state on the planet, provinces that probably don't align to geography, and the absence of logistics in war.

Not to mention I did it last turn.

I think a global revolution originating in the most oppressed continent on the planet is slightly more believable than a country which just lost its core territories building a bunch of infrastructure.
