A transcript of a speech by Grand President Kozyolov on February 14, 1957.

(A brass band plays the presidential theme Hail Grand Severia and our Grand President. After finishing, audience applauses and cheers. Kozyolov coughs, then begins speaking.)

"Good morning, faithful citizens of Severia and the Two United Russies."

(More cheering is heard, then short pause before Kozyolov resumes)

"Although we have united the principal Russian lands, we have not yet fully taken the lands which are historically those of Rus', which are now besmirched by Nazi defectors and neopagan warlords. We seek unity and peace with all nations in the world, but in order to do so we must seek unity and peace with our own kin. Though our history has been tangled and our people separated, we are still of the same blood. Likewise, there are those who do not share close blood with us, and yet are so culturally similar to us that we can cooperate in peace, such as those in the north or the east. However, as we expand, so does our people, and yet our control spreads not so fast. And thus I ask that the new citizens of Severia join our armies to act as symbol of our new union. And so our people expand, our identity does as well. I am speaking, of course, of our name of the nation. Severia shall ever stay, being the core of our nation. However, the term 'Two Russies' is no longer valid. As more of the Russian land is integrated, there will be fluctuating amounts of provinces. As such, we shall amend our national title to The Grand United Republic of Severia and the United Russies. As we have grown importance in our region, internationally have we done the same, beginning to trade with such free nations as our own. Welcoming all foreign dignitaries, we offer trade and a non-aggression pact within Eurasia, spanning the central region of the landmass. This is not to say that we shall accept no offers from other regions, but that the closer must be made accord first. We wish only peace and safety around the world. And so, I part my people with this message: Hail Grand Severia and the United Russies!"

== Growth of the Confederacy - 1957: The Dixie Campaign ==

Desiring to maintain their position as the prime power on the global scene, it was only natural that CRASH would pursue ever more aggressive expansion. Factories in the home land groaned for raw materials to churn into goods, and the Americas had plenty to offer. Huge armies were amassed from the integrated regions, the demands of the government increasing rapidly each year as the need for expansion made itself known. Many a critic invoked the old quip of the "bureaucracy expanding to meet the needs of the expanding bureaucracy," but the citizenry overwhelmingly supported the initiative to increase the wealth, glory and power of CRASH.

In the north, the annexation of Mexico was completed, the natives being integrated into CRASH's population. While Spanish had been a de facto official language for some time, it had a secondary status - many government documents did not even publish themselves in Spanish. However, Statute 1956-37 was approved by the Confederate Council, allowing Spanish to become official alongside English. That there were so many Hispanophones in the Confederacy's sphere, and easily made up the majority of citizens, made it ridiculous that it did not enjoy the same stature as English. Educational systems were ordered by decree to begin teaching their pupils both English and Spanish, to ensure Germanic and Romance languages were both within the grasp of the citizenry.

The push north did not stop there. Texas was the original home of the de Sombras, and it was only natural that armored divisions began to occupy the towns and naval squadrons position themselves offshore. To diffuse the situation and prevent an uprising, CRASH was quick to sell its program. Antonio de Sombra, a senior family member in the clan, went to Texas in person to try and convince the South to accept CRASH suzerainty. Examplifying the qualities of a southern gentlemen, de Sombra mentioned the term "Confederacy" more than once in his speeches and appeals, appealing to the Southern spirit of rebellion and self-determination.

Antonio ensured that PADC would be able to deliver aid to those left destitute and without a family member by the initial skirmishes. Soft-spoken but willing to strongarm his opponents, as was a family tradition, Antonio stated that so long as the Texas allowed freedom of movement for its citizens, it could pursue just about any policy it wished. He stated that this was an honored Confederate principle - a citizen could move to any province he so wished that fit his ideological preferences. With aid promised and knowledge that their culture and government would be left mostly intact, Texas became the first of the US states to ascend to CRASH, albeit in the form of several counties.

The de Sombra family had always refused to negotiate on the Texas issue despite the Fifth Battalion's threats. Texas was the ancestral home of the family, and it was only natural they would use the power and resources of CRASH to secure it. The de Sombras even celebrated the integration of the Texan counties by visiting the old family estate and putting millions towards its restoration. The building had become quite worn since the de Sombra's self-imposed exile from the United States, many of its windows broken, its paint peeled, its structure destroyed in multiple places by revolutionary fervor.

As a consequence of claiming Texas, the government had long since determined that war was inevitable with the Fifth. They would not compromise, nor the Confederacy, so the two forces were destined to clash. Seeing the implosion of the Kentucky government, and the desire of the Southwest Republic to remain where it was, it was only natural CRASH seized the opportunity that presented itself. Forces rolled throughout the entire South, not just Texas.

The segregated South put up a fierce resistance against CRASH, having heard stories of how egalitarian the Confederacy was and willing to fight against it. Unfortunately for the Southerners, the forces of SONIC had received quite a boost in recent years, smashing the pitiful rabble the South put on Cogs. Each Southern city-state, being so weak and separated from its peers, was swiftly integrated into CRASH. Every coastal city surrendered almost automatically when CRS Battleships turned their massive guns on the ports, ready to blow entire townships to kingdom come.

While there was some resistance to CRASH hegemony in the region, the same promises Antonio de Sombra had used to prevent strife in Texas worked in the wider South as well. Promises of freedom from federal interference provided the South supplied taxes, troops, allowed freedom of movement and followed the basic federal constitutional rights was enough to convince most Southerners the Confederacy was the proper choice in anarchic world. The term "Confederacy" once more became a common word to invoke, much like "freedom" was in the Truman era and beyond. The term was just too lucrative to secure the agrarian south's vast farming resources and military infrastructure.


== Growth of the Confederacy - 1957: In Pizarro's Footsteps==

As military might and dealmaking were used to batter the Deep South into submission in the northern ends of CRASH's realm, a much more grand campaign was being embarked upon in South America. The American hegemony over the region had always provided some modicum of stability, a caste of caudillos that governed their petty nations and made good with eachother on the basis of Uncle Sam putting any upstart children in line. But with the United States' dissolution into four republics and dozens of local power brokers, that balance was lost. Warlordism became rampant, also fueled by prohibitionism, which had become a rising current in political thought and thus padded the pockets of once-insignificant crime bosses.

The drug trade stretched across the Andes, and it became imperative to remove the local lords from it. If the trade was brought into a legal framework, the Council realised, then its negative effects on society would be manageable - drug lords were not accountable to the State; governors were.

Even without the drug trade's questionability, there was an economic imperative to seize Latin America. Colombia was rich in petroleum and minerals such as nickel, gold, silver, and emeralds. Colombia also had the largest coal deposits in Latin America. Ecuador was rich in oil and gold, but also had plenty of agricultural value in the form of shrimp and bananas. Peru was rich in agricultural products - artichokes, coffee, grapes, mangoes, avocados - and was also one of the world's foremost fishing nations at ten percent of the total fish catch! Heavy gold, copper, and zinc deposits dotted the landscape, a testament to the wealth the long-since gone Incas enjoyed. But if any state had considerable resources, it was tiny Chile, rich in copper, lead, gold and oil. The raw materials of South America were far too numerous to not be taken advantage of.

The decision to colonise South American so extensively was once more the consequence of other states' decisions. Whereas the Deep South had been seized because of the implosion of Kentucky and the obvious intentions of the Fifth Battalion to go to war whether it was one square mile or one thousand square miles of US land annexed to CRASH, in South America it was the conflict between the French Third Republic and the Ulterior Republic of Juan. Initially expansion in South America was supposed to be more reserved, but the two states devoting their resources to killing eachother was an opportunity that could simply not be ignored. As Juanites and Frenchmen would butcher eachother, it would fall to CRASH to bring order to chaos, law to anarchy, freedom to serfdom.

Whereas Chile had always been seen as an option, Argentina was a region many analysts had considered to be properly in the Juanite sphere. But with Juanite resources focused on a bloody war, Argentina suddenly looked far too appealing, and the ability to expand the Patagonian provinces was simply far too tempting. What the consequences of such ambitious expansionism would be, remained to be seen.


== Growth of the Confederacy - 1957: Second Colombian Exchange==

When Gibraltar - or "the Rock" as many had come to affectionately call it - was seized by CRASH forces in 1956, it was always feared there would be repercussions. Even moreso given that right across the Strait, parts of North Africa were claimed. Not only had a non-European power suddenly shown up in Europe, but it had gained control of one of the world's most valuable waterways. The only thing to ease the minds of the Maghreb, Europe and the Middle East was an obscure promise of perpetual neutrality that would keep the Canal always open and its tolls always equal and fair.

It was only natural many CRASH planners had anticipated Europe having a cow when parts of Iberia were seized, the southern fifth of the region falling to CRASH forces. Whether by intimidation, conquest, consent or bribery, CRASH had established for itself a hardly-negligible presence in Europe, in the midst of talks between the European powers on how to divide it, no less. But CRASH continued to promise goodwill towards Europe, promising non-aggression treaties, trade agreements, and swearing on its honor that there were no ambitions of conquest or imperialism in Europe. The seizure of these territories was solely so that Gibraltar would have a defensive backbone to fall back on, thus negating the need to keep a massive force in the region at all times. The aggressive behavior of the Byzantoman Empire on the eastern end of the Mediterranean didn't exactly alleviate the worries that someone might try to steal such vital territory from the Confederacy.

But Europe was only half the territories in the Old World. Africa was the other. It was only natural, therefore, that the desire to have a secure foothold on the other side of the Atlantic was invoked there as well. While the Africans had finally achieved their goal of being free from European imperialism, it had come at a heavy price - civil war, poverty, disease, anarchy, chaos. CRASH felt all these were bad news for its possessions on the continent, and so moved to retake much of Morocco. The north was swift to fall, artillery hammering enemy bases to pieces and political elites moving to make alliances and deals with the local power brokers. Morocco would be integrated into the Confederacy, and the Council also had its eyes set on more of West Africa given time.

Thus, out of a combination of necessity and opportunity, CRASH found itself having considerable possessions on four continents, using its economic and military might to keep such a vast realm together, with diplomatic goodwill, not weapons of mass destruction, being used to deter aggression.


== CRASH Constitution ==

Despite being a confederacy, CRASH was still unified by a set of principles and laws, however vague. It was only natural that the de Sombras, as former residents of the United States, had plenty of inspiration from the American Bill of Rights and structure. But the de Sombras also addressed plenty of constitutional issues that had arisen throughout history, as well as leaving the document small enough that it would allow that pragmatic variety they desired.

Article One: Legal Status of Provinces

1. Each province in the Confederacy is equal to the others, regardless of how many people or resources it can command, just as all human beings are equal for the same reason. A province being little more than a group of individuals under a single government, it follows that provinces should be equal just as human beings are.
2. Every province must follow the laws agreed to by the Council and decisions made by the SCOTCRASH, on the basis of all provinces being consensual members of this union.
3. Every province must pay an annual percentage of its GPP to the government. The Council shall decide the rate and may fluctuate it as it wishes, with at least a year in between. Special tax raises are legal in the context of a national emergency such as war.
4. Every province must provide a number of troops to the military proportional to population. The same provisions as to taxes apply here.
5. Each province is free to have whatever political structure and set of laws it desires, so long as they don't conflict with Constitutional provisions or national statute.
6. Provinces are forbidden from conducting foreign relations on their own without the explicit consent of the Council by statute.
7. Provinces may maintain their own separate agencies and local militias from the national government.
7a. Militias are subject to nationalisation by statute.
8. Each province is to send one delegate to the Council, who is to act as the eyes, ears, and mouth of their province. How the delegate is chosen is up to the province in question.
9. Provinces may not secede without simple majority consent of the Council.

Article Two: Council

1. A Confederate Council is to be formed of one delegate from each province.
1a. Each Councilor, or delegate, will serve as long as their relevant constituency wishes, but must serve at least for a year.
1b. Delegates are to vote as their province wishes.
2. The Council will elect a member from among itself without the input of the provinces to act as Secretary, whose sole power is to direct debate and provided a unified voice to other nations.
2a. The Secretary will serve a one year term, with no chance of recall.
3. The Council can pass any law that does not violate the Constitution provided it has two-thirds support.
4. Any decision pertaining to foreign policy and the military shall require four-fifths support.
5. The Council shall appoint the Supreme Court with two-thirds support.
5a. The number of justices on the SCOTCRASH shall be determined by statute and may be changed as desired, but there must always be at least five.
5b. Reductions in the Court's size do not take effect until the necessary number of Justices have died, been rendered incapable of fulfilling their functions, or have resigned.
6. Any single delegate may speak for as long as he likes before a vote can be held; this can be waived if a two-thirds majority invokes cloture to end debate.
7. National agencies may be created and abolished at the Council's leisure with the standard two-thirds support.
8. Any national official besides a Councilor or Secretary can be removed from office with simple majority support.
8a. Removal is not effective until a replacement is decided upon.

Article Three: Judiciary

1. The Supreme Court of CRASH is to consist of a number of Justices appointed by the Council, and shall be the highest law in the land besides the Constitution itself.
1a. The SCOTCRASH will be chaired by a Supreme Justice, who is chosen from among the Justices themselves.
2. Justices shall serve for life, until they are incapacitated, resign, or removed from office by an act of the Council.
3. Justices shall have the exclusive power to interpret the national constitution.
4. The Court shall hear cases related to the Constitutional legality of laws, local, provincial, national or otherwise, and may strike down any law wtih two-thirds vote.
5. The Justices merely interpret the Constitution, and do not decide it, ergo they cannot go against the obvious wording or meaning of Constitutional provisions.
6. Lower national courts with more regional jurisdiction may be established and dissolved by statute.
7. Court rulings can be reversed later on, or by Constitutional Amendment.

Article Four: Relations Between the Provinces

1. Commerce that takes place between provinces is subject to regulation by the Council.
2. Disputes between provincial governments, between citizens in two or more provinces, or between the government of one province and the citizen of another, are subject to national court jurisdiction.
3. Contracts made in one province are to be considered valid in another.
4. Provinces may have relations with eachother on matters of mutual interest.

Article Five: Amendment

If at any time member provinces are dissatisfied with the provisions of the Constitution, they may agree to alter them.

Passing an amendment is simple. It must be ratified by four-fifths of the Council, then ratified against by the same margin a year after.
 
State Reform

The Duke of Athens, Mr. Christos Trikoupis, has decided to start a state reform, making Athens from a unitary absolute monarchy to a federal constitutional monarchy

First phase of the reforms:

The first phase is the political reform. The Duchy of Athens right now shall be divided into:

The confederation of Peloponnese.
The confederation of Central Greece.
The confederation of Macedonia.
The confederation of Epirus.
The confederation of the Aegean and Ionian islands.
The state of Athens

Each confederation will have an upper house ( Vouli) and a lower house ( Senate). Each confederation will be divided into:

The confederation of Peloponnese: Federal Republic of east Peloponnese and Federal Republic of West Peloponnese.

The confederation of Central Greece: Federal Republic of east Central Greece and Federal Republic of West Central Greece.

The confederation of Macedonia: Federal Republic of east Macedonia and Federal Republic of West Macedonia.

The confederation of Epirus: Federal Republic of Albania and Federal Republic of Epirus.

The confederation of the Aegean and Ionian islands: Federal Republic of Aegean islands and Federal Republic of Ionian islands.

Each Federal Republic shall be divided into:

a) 22 states. Each state will have it own Senate and Governor.

Each state will be divided into:

a) 10 regions.
b) 30 communities.

The state of Athens, as a capital, will be the only unitary state of the nation, not belonging to any Federation or Confederation, and it will be ruled by the Duke himself.

The National government shall be headed by the Prime Minister. The Duke will appoint the Prime minister, but the Prime minister will have to pass a vote of confidence in the Senate and the Vouli.
 
History of the Republic of Italy

Government

The government of the Republic of Italy was reformed by Consul Marcus Vincenzo in 1955, and again reshaped in 1957. Based upon the Representative Democracies of both the early Roman Republic and the United States of America, it was structured so that it could not be corrupted unless one person corrupted the whole government, and even then, the government has failsafes. The government also efficiently uses its funds for anything that benefits the whole nation.

Legislative Branch
Based upon the Legislative branch of the Unites States government, it is a bicameral legislature. The Senate acts as half of the branch - it passes the laws, makes treaties, etc. - but it is also in charge of advising the consuls on a weekly basis on the events going on throughout the world. This half can overrule the Executive Branch by asking for impeachment of a Consul in the Supreme Court. The Senators have no term limit, and have terms of 2 years. They can also be chosen for positions as Secretaries for the Executive Branch, and those positions last as long as is wanted or until replaced.
The House of Representatives is ruled by the people, with each city getting one representative for every x people it has, up to 10 representatives, and no fewer than 1 (the value for x depending on the population determined by the Census). Its main goal is to pass bills and laws. A majority vote is needed to pass any law or bill, and this branch chooses the Aediles and Censors. They can also overrule a nullification of a law by the Judicial Branch if a strong enough case is showed. The Representatives have no term limit, and have terms of 2 years.

Executive Branch
Every 4 years, 2 Consuls are elected (the two with the most votes). The consuls act as the President and Vice President, and they are tasked with keeping the country running smoothly and conducting diplomacy with the Senators. They also choose the Supreme Praetor for their term, and can elect advisors from the Senate for different Secretary positions. The consuls can overrule the Legislative branch with the veto power, Latin for "I forbid".The consuls can have 2 terms of 4 years.

Judicial Branch
The Supreme Court is the embodiment of the Judicial Branch. The Praetors are the judges, with 8 Auxiliary Praetors and one Supreme Praetor. The Supreme Praetor is chosen by the Consul at the beginning of his term, while the Auxiliary Praetors have an 8-year term, with one leaving and one joining every year. The Supreme Court deals with any major cases, like treason, murder, impeachment, etc., while the Lower Courts deal with the minor cases of theft and the likes. The Supreme court can overrule both the Executive Branch and Legislative Branch by declaring a law or bill unconstitutional. The Supreme Praetor has no set term limit, but usually lasts as long as the consuls do.

Elections
Every year, elections are held for the government positions. Every single person above the age of 18 is allowed to vote for the candidates, and every vote counts.

Constitution/Bill of Rights
The New Italian Constitution outlines the above statements. It also -like the Constitution of the United States - contains the ability to amend it and the Bill of Rights, which has almost the same rights except for a few of the first ten amendments that have different wording.
Changes in the American Bill of Rights that Apply to the Italian Bill of Rights
2nd Amendment- All able bodied men who are allowed by the Optimus Miles can carry and store guns.
9th Amendment- All rights not delegated by the government are the rights of the people, and they cannot be violated unless drastic actions have occured.
10th Amendment- All men and women of all races are allowed to vote, and all who are turned away have the right to appeal the case to the Supreme Court.

Other Government Positions
Aedile- these men chosen by the Legislative Branch control the maintenance of the cities. They are also responsible for directing the donations given to the cities.
Censor- the Censors are charged by the House of Representatives to conduct the Census. They also run the elections.
Optimus Miles- The Optimus Miles of each city runs the garrison and chooses which men in that city can carry weaponry with them or in their homes. they are elected every ten years by the people, and have a term limit of 2 terms.

We have done well for ourselves. We have heard of a splinter group rising up and destroying the Byzantoman occupiers almost to the last man. There is still a group remaining, but we have extended our people up that way in an attempt to rejoin with them. If they do not want this, a little force shall show them the light.

We are still nomads. We will be nomads until our ancestral lands are returned to us.

Byzantoman emissaries came to us with a treaty. It seems that they also attacked a group called the Duchy of Athens, but they have graciously said that they will return our lands to us. You can't imagine how eager we are to agree and return. We hope that these Partisans will not put a kink in the plans, and that Egypt will soon be ours again.

Until then, we are still nomads. But we have expanded our influence across Northern Africa. We are more powerful now. No one will dare attack us again for fear of huge reprisals. Peace and prosperity shall be the new order of business.

But until then, we are nomads.

Well Farsight is being stubborn, so looks like I gots ta RP.

One year ago, Juan was walking towards the situation room on his secret cloaked island that absolutely nobody knew about. And he was mad. So mad you could actually tell by how his right pinky was twitching - an unprecedented affair. His eyebrows were furrowed three degrees more down than normal, an expression reserved for only the worst failures among his underlings. And the ears. The ears! I dare not ever mention them, for your mind would truly shatter. What was Juan so mad about, you may ask? Why, his dog was missing.

Juan never went anywhere without Henry, his only true friend. They had been together since boys, or so claims the washerwoman on floor F. Yes, Juan had been looking for Henry for the past thirty-nine minutes and seven seconds, but he was nowhere to be found. Everyone silently hoped that he hadn't been grabbed by a stray animal - he was so small and fragile these days. There would be hell to pay if anything was wrong with him. Juan suspected the French had something to do with it - they always were a little too friendly around... non-humans.

At the fourty minute mark, Juan came to that conclusion as well. Twenty seconds later, he opted to invade his northern neighbors in revenge for what they had done. Content that his will would be done, he immediately went to eat lunch - such a mysterious man with an unknowable agenda. You could tell by the way he chewed .058 seconds faster than usual that he was still mad, but how he ate a slightly larger steak than normal, he was in no real rush to be done with his food. This was only confirmed when he ordered a slice of pie. After finishing his food, he went to his bedroom to take a quick nap. That was when he found Henry.

Juan knew that there was something wrong when he entered his private sanctuary. One of the windows was slightly ajar, the curtain fluttering in the breeze. The bedsheet was slightly bulging. The lamp was tilted slightly to the right instead of the left. The hooker in the corner Something was indeed wrong. Juan approached his bed and lifted the bulge. It was Henry, alright, but someone had done something truly horrendous, something unspeakably evil.

Someone had stuck a fleur de lis in his arm, and stuffing was coming out.
